VSS: Training, improving financial and accounting professional and staff organization

In two days, October 6 and 7, in Thua Thien Hue, Vietnam Social Security (VSS) held a training conference on finance, accounting, and personnel organization in 2022. Secretary of the Party Personnel Committee, and General Director Nguyen The Manh chaired the conference.

The attendants include Deputy General Director Le Hung Son; representatives of leaders and relevant officials of the units of the VSS and 33 social security agencies of the Northern provinces and cities.

Positive results

At the opening of the conference, Deputy General Director Le Hung Son affirmed that finance - accounting and personnel organization have been completed and strongly applying IT; thereby, it has achieved numerous positive results, specifically, the payment of pensions, social insurance benefits, and management of beneficiaries have been carried out in accordance with the industry's process and regulations, ensuring adequate and timely delivery to beneficiaries. Notably, the work has promoted payments through personal accounts (ATMs) in line with the development of society. Personnel work has been paid attention to, in order to innovate, meeting the requirements of tasks in the new situation, especially the policy of downsizing the staff and ensuring the effective implementation of the assigned tasks.

In addition to the achieved results, Deputy General Director Le Hung Son also pointed out some shortcomings and limitations such as the implementation of financial and accounting for some contents remains unscientific, which has not met the requirements; pension payment is slow to confirm beneficiary information.

At the Conference, the delegates listened to some instructions on financial and accounting management; organizing and administering estimates of social and unemployment insurance expenditures and management expenses in the last months of 2022; guiding the transfer of funding sources; guiding a number of problems in the implementation of management costs of social and health insurance; a number of contents to be noted in the annual settlement; asset management; a number of solutions to promote the payment of pensions, social insurance benefits, and unemployment benefits without using cash through the banking system, etc.

At the discussion, the delegates exchanged and contributed various practical ideas, especially problems in the process of professional implementation. These issues were frankly discussed by representatives and professional units of the VSS; thereby proposing numerous solutions to overcome in the near future.

At the conclusion of the Conference, the Secretary of the Party Personnel Committee, and General Director Nguyen The Manh highly appreciated the opinions delivered at the Conference. Manh emphasized that the industry's staffing shortage is being gradually improved through digital transformation and IT application.

Manh noted that financial and accounting work is the "lifeblood" of the industry in serving the people. Therefore, following the cash flow, the financial planning department must monitor and manage it. The scale of Vietnam's social insurance industry is very large, in which the subjects are very diverse. In addition to enterprises, there are also administrative and non-business blocks. Every policy affects people, therefore, the workload of finance and accounting is weighty. As a result, the IT software for finance and accounting has always been improved to ensure smooth operation. The frequent strengthening of the exchange of information and expertise between the affiliated units is also a favorable condition for implementation in the localities.

The final settlement work requires the departments to absorb the opinions of the social security agencies of the provinces to continue to amend in accordance with actual requirements. The work of non-cash payment needs to increase coverage in the city to fill the rate in rural and mountainous areas. It is needed to strictly manage collection service organizations in collecting money from participants of voluntary social insurance and self-paying health insurance; timely and complete transfer of money and dossiers of participants to the social security agency.

Emphasizing the role of the chief accountant in consulting work, General Director Nguyen The Manh requested the financial and accounting staff to strictly comply with regulations, and financial discipline and ensure good implementation of the sector's tasks. At the same time, the units shall arrange funding for medical treatment, funds to pay the regimes, and fully perform the duties of the sector, in order to ensure social security; strengthen inspection and supervision, especially regarding the performance of duties of civil servants and public employees in the sector to promptly resolve difficulties and obstacles; promptly encourage and reward units and individuals that perform well and resolutely handle violations./.
