Bac Giang Social Security Office told to further coordinate with local police to prevent social insurance violations

Viet Nam Social Security’s branch in the northern province of Bac Giang was told to further coordinate with local police to prevent acts of violating the Law on Social Insurance and the Law on Health Insurance.

The order was made by Major General Tran Dinh Chung, Deputy Director of the Internal Political Security Department under the Ministry of Public Security when he led a team on October 17 to inspect the implementation of Coordination Regulation No 01/QCPH-BCA-BHXHVN on performing the task of protecting national security, ensuring social order and fighting crime in the field of social and health insurance in the province.

Chung said violations of the law on social and health insurance tend to be more complicated while Bac Giang is becoming an area with an increasing number of businesses and workers.

Speaking at the event, Viet Nam Social Security’s Deputy General Director Le Hung Son said that the implementation of the coordination regulation between the local police and the branch has initially achieved important results, contributing to the prevention of abuse and profiteering of social and health insurance in the province.

However, Son also asked that the local authorised agencies pay more attention to handling and mitigating violations or profiteering of social and health insurance.

Son said inspections need to be strengthened to prevent violations or profiteering of social and health insurance in the province, he said.

The bankruptcies of enterprises and employers fleeing while they still own salaries and unpaid social insurance premiums will affect employees' interests and the social security situation of the locality, he said.

Mai Son, Deputy Chairman of the provincial People's Committee, said that the People’s Committee is very interested in directing the implementation of social and health insurance policies, especially preventing violations of the law on social and health insurance.

There are about 300,000 labourers working in the province, and if employers evade paying social and health insurance premiums, it will cause great consequences, he said.

Therefore, it is necessary to actively monitor the operation of enterprises to promptly prevent violations, if any, he said.

The branch and the local police will continue reviewing and completing the coordination regulation, further highlighting the roles of the parties in ensuring the interests of employees, he said.

At the same time, it is required for the branch to promote digital transformation to effectively prevent fraud and profiteering of social and health insurance, he said.

Also at the event, delegates pointed out challenges in the process of coordination between the branch and the local police.

For example, the coordination is mainly carried out on a case-by-case basis; the coordination in checking and recovering debts of social and health insurance has not achieved results as expected; and there are many enterprises with losses and bankruptcy in the province.

To fix the situation, there must be guidelines for the implementation of coordination between the two sides in a more detailed and regular manner.

Moreover, a joint working group should be established to ensure regular and continuous coordination in accordance with actual requirements.

Achievements

Reporting at the event, director of the branch Nguyen Thi Thu Huyen said that in the first nine months of this year, the branch provided a list of 2,070 enterprises that have social and health insurance premiums in arrears for at least three months to the local police.

The branch also provided information about two local businesses that had violated the law on health insurance and the law on social insurance to the local police to deal with violations. The two businesses owed a large amount of debt in social and health insurance premiums over a prolonged time, she said.

Huyen also said that the coordination between the branch and local police has created the initiative in detecting and fighting violations related to social and health insurance policies in a timely manner to ensure security and safety in the province.

Notably, in May 2022, Hiep Hoa District’s police worked with the branch to investigate and clarify the case of "Forging documents of agencies and organisations" that occurred at the district’s health centre, she said.

Accordingly, three employees of Ha Phong Export Garment Joint Stock Company were detected as using their leave certificates to benefit from the social insurance fund in contravention of regulations, she said.

The branch has fully recovered the amount of money for the social insurance fund, she said./.
