General Director of Vietnam Social Security: Local social security agencies shall promote the potential of collecting and developing social and health insurance participants

On November 6, Vietnam Social Security (VSS) held an online conference of the whole sector to review the implementation of support for employees and employers from the unemployment insurance fund and evaluate the collection and development of participants in social and health insurance. General Director Nguyen The Manh chaired the Conference at the VSS site. Attending the conference were the Deputy General Directors and leaders of units under the VSS.

According to a report of the Department of Social Insurance Implementation (VSS), in the past month, policies to support employees and employers from the unemployment insurance fund have been implemented with urgency and efficiency. Updating the results by the end of November 5, social security agencies of provinces and cities have provided support for 9.67 million employees with a total amount of more than 23.03 trillion VND. 10 provinces with the highest number of employees receiving support are: Ho Chi Minh City (1.8 million employees), Hanoi (1.29 million employees), Dong Nai (704,134 employees), Binh Duong (596,542 employees), Hai Phong (321,549 employees), Hai Duong (315,900 employees), Bac Ninh (312,435 employees), Thanh Hoa (234,746 employees), Bac Giang (219,947 employees).

Evaluating the performance of this task, Director of the Department of Social Insurance Implementation Do Ngoc Tho said that, although the implementation of support from the unemployment insurance fund is urgent, the workload is large and due in a short time, yet the whole industry has made great efforts, initiatives, creativity day and night with determination to ensure the set progress. "It is expected that by the end of November 15, 2021, the Vietnamese social insurance industry will have basically completed the support for employees" - Mr. Tho informed.

In Ho Chi Minh City - the area with the largest number of employees receiving support in the country, Mr. Phan Van Men - Director of the municipal social security agency said, the implementation process is specific; most of the staff in the unit have to work overtime, from 15-16 hours/day, even some people work until 12am, 1am. Despite great pressure, however, with great efforts, the results that the HCMC Social Security Office have achieved are highly positive; currently it has sent support to 1.8 million employees, reaching about 85% of the plan. "Employees appreciate the social security agency for quickly providing support from the unemployment insurance fund; the administrative procedures have been shortened; the advantages are great, spreading the positive message and trusting the social security agency more" - Mr. Men said.

According to the report of the Department of Social Insurance Book and Health Insurance Card, as of November 4, 15.55 million people participated in social insurance nationwide, an increase of 1 million compared to September 2021, of which compulsory social insurance participants increased by 972,000, voluntary social insurance participants increased by 36,000. Regarding health insurance, the whole country has 84.37 million participants, an increase of 837,000 compared to September 2021; 4 provincial social security agencies have completed the assigned plan, including: Ha Nam (100.4%), Hai Duong (100.2%), Nam Dinh (101.4%), Quang Tri (100.4%).

Total revenue of the whole industry reached 76.9% of the plan assigned by the Government, an increase of 239 billion VND compared to the same period last year. There are 44 provincial social security agencies with revenues higher than the national average rate, of which some provinces have high collection rates such as: Tuyen Quang (83.9%), Son La (83.2%), Dien Bien (82.1%), Cao Bang (81%), Nghe An (80.2%).

Commenting on the situation of collection and development of participants of social and health insurance, Mr. Duong Van Hao - Director of Department of Social Insurance Book and Health Insurance Card said: Positive signs have shown the efforts of social security agencies in provinces and cities in past time. In particular, good experiences and models of localities need to be replicated, such as: the organization of the Peak Month to mobilize people to participate in voluntary social insurance in Bac Giang; building a model of communes to develop voluntary social insurance in Hanoi; Some provincial social security agencies advising on mobilizing local budgets to support participation in health insurance for groups affected by Decision 861.

Sharing local experiences, Mr. Than Duc Lai - Director of Bac Giang Social Security Office said that the province had organized a peak period to develop voluntary social insurance and obtained positive results, with an increase of new 3,748 participants. Currently, Bac Giang is organizing the Peak Month for Health Insurance Development, while continuing to increase the number of participants in voluntary social insurance, striving to reach the target of 2021. However, according to Mr. Lai, for effective implementation, there must be the direction of the Provincial Party Committee and the Provincial People's Committee, especially the assignment of targets must be very detailed and specific to each level of Party committee and local government; at the same time, focus on building solutions suitable for each location.

Regarding the task of collecting and developing the target audience from now to the end of the year, Deputy General Director Tran Dinh Lieu suggested that social security agencies of provinces and cities need to continue to implement the directions and requirements of VSS; adaptation and flexibility on implementation of solutions suitable to the actual situation in the locality. In particular, it is necessary to strengthen the grasp of the situation, regularly exchange and briefing in groups of units, groups of problems, promptly have solutions suitable to the requirements of specific tasks; regularly communicate through channels, build appropriate media publications; strengthen the activities of the collection agent; focus on solutions to increase the number of health insurance participants, advise on building a mechanism to mobilize support from the budget or from units and enterprises to support people to participate in health insurance.

Regarding the implementation of Resolution 116, Deputy General Director Le Hung Son emphasized that the whole industry has passed the "peak" period, but the social security agencies of provinces and cities must focus on the quality of support for employees from the unemployment insurance fund; It is necessary to anticipate and take measures to prevent early and remotely from possible profiteering, especially in cases of the same ID/citizen identification number or the same phone number. Through the actual survey in a number of localities, Deputy General Director Le Hung Son noted that localities need to be more active in sending notices and lists of employees entitled to support to the employers' units, and keeping track of dossiers; make sure to certify that the social security agency has sent the notice.

At the Conference, General Director Nguyen The Manh acknowledged and praised the efforts and sense of responsibility of all employees in the Industry. In a short period of time, despite facing many difficulties due to the epidemic and limited human resources, the whole industry has ensured to perform well on regular tasks; also, quickly and effectively deployed the unexpected task of supporting employees and employers from the unemployment insurance fund. "The targets for collection and development of social and health insurance have gradually increased again; the progress in implementing support from the unemployment insurance fund is guaranteed. These are the efforts, dedication, responsibility to overcome difficulties, overtime and night work of many employees of social security agencies, especially the staff at the grassroots level in recent years" - Manh emphasized.

According to Manh, in the coming time, the epidemic situation in localities shall remain unpredictable, and difficulties may be even greater. Therefore, social security agencies of provinces and cities should continue to promote the achieved results, more intensely focus on core tasks; accordingly, to develop scenarios to flexibly adapt to the local situation, focusing on communicating, approaching and directly mobilizing people to participate in social and health insurance; assign specific targets to each agent and each officer to ensure accuracy of people, tasks, responsibilities, and results. Notably, it is necessary to further replicate good models and innovative methods; strengthen thematic briefings on collection and development of participants of social and health insurance according to groups of units and issues.

As for the implementation of support for employees and employers from the unemployment insurance fund, Manh asked the whole industry to urgently overcome arising problems, actively review data, and speed up support for reserved groups, and groups with specific characteristics. Local social security agencies shall send documents to local Party committees and authorities in order to widely announce support policies to residential areas, and promote communication in other channels. Especially emphasizing the role of the party committees and local authorities, the General Director requested the social security agencies of provinces and cities to further promote the advisory role to create motivation to perform the tasks of collecting and developing participants of social, health insurance; as well as continue to effectively support employees from the unemployment insurance fund in the coming time.
