At the meeting, the representative of Vinh Phuc Social Security Office said, in the first 10 months of 2021, the Covid-19 epidemic was complicated and imposed a significant impact on production, business and life of the people, workers; indirectly affected the organization and implementation of social and health insurance policies in the locality. However, with the constant and drastic leadership and direction of the VSS, the Vinh Phuc Social Security Office has adhered to the assigned targets and plans, proactively proposed solutions, and strived to complete assigned tasks.

The development of participants in social, unemployment and health insurance has always been identified by the Vinh Phuc Social Security Office as a key task and implemented with various solutions such as: Assigning quotas to agents, district-level social security agencies; exploiting units participating in compulsory social insurance through data of tax authorities; identifying potential sources to focus on exploiting.

As a result, by the end of October 2021, the province is currently managing: 6,363 units with 1,114,733 people, an increase of 22,029 (2%) compared to the same period in 2020, an increase of 30,314 (2.77%) compared to December 2020. Specifically: The number of compulsory social insurance participants reached 220,596, reaching 97.7% of the assigned plan; the number of voluntary social insurance participants reached 15,153, reaching 75% of the assigned plan; unemployment insurance reached 212,790 people, reaching 97.5% of the assigned plan; health insurance coverage rate reached 92.7% (1,099,580 people) reaching 98.44% of the assigned plan.

In addition to object development, collection is also one of the tasks that the agency pays special attention to. Accordingly, the total revenue of the first 10 months of the year reached 4,313.1 billion (reaching 78.7% of the plan), an increase of 284.5 billion VND over the same period in 2020. Specifically: Total accumulated revenue by the end of October 2021: VND 4,313,058 million, reaching 78.7% of the assigned plan. In which, the collection of compulsory social insurance reached 2,922,555 million VND; voluntary social insurance revenue: 66,009 million dong; unemployment insurance revenue: 230,0005 million dong; health insurance revenue: 1,094,489 million dong. Total debt by the end of October 2021 is VND 210,118 billion, accounting for 3.65% of the revenue plan assigned by the VSS, down 0.24% over the same period in 2020.

Regarding communication, social security agencies of provinces, districts and cities in the area have gathered information and communication with such contents as: Instructions for installing, using and utilities of VssID - digital social insurance application; using the image of the health insurance card on the VssID application in health care services nationwide from June 1, 2021; propaganda on inter-level medical care under health Insurance from January 1, 2021; propaganda about the new form of health insurance card; propaganda on student health insurance before the new school year; unemployment insurance support policy; continuing to propagate social and health insurance policies; regulations on supporting social and health insurance of the province; administrative reform propaganda; activities of the Vietnamese and provincial-level social insurance industry; propaganda on the prevention of the Covid-19 epidemic; the 26th anniversary of the establishment of VSS (February 16, 1995 – February 16, 2021); propaganda on the occasion of the 13th National Party Congress; propaganda about the election of deputies to the National Assembly and People's Councils at all levels for the 2021-2026 term.

To actively promote communication activities on the website, Zalo page and Fanpage of the provincial social security agency; to show large screen about videos and clips, broadcast propaganda loudspeakers at the one-stop-shop of the social security agency; to organize the printing and distribution of propaganda leaflets; to hang banners, slogans; to organize conferences and small groups to propagate; to encourage industry officials to use personal accounts on social networks (Zalo, Facebook) to propagate about social, health insurance.

In the first 10 months of the year, the provincial social security agency coordinated with other departments and branches to organize 363 conferences, 121 small groups, accumulated 901 subgroups; 04 livestreams have achieved the following results: 10 conferences were held in September (provincial level: 2 conferences coordinating with the Post Office, district level: 8 conferences); 16 conferences were held in October (provincial level: 2 conferences coordinating with the Post Office, district level: 14 conferences). The total number of customer conferences implemented under Plan No. 2800/KH-BHXH is 234, reaching 52%% of the assigned plan.

Determining the importance of supporting policies, Vinh Phuc Social Security Office quickly stepped in, putting all efforts on solving the policy with a high sense of responsibility with the determination to bring the Resolution to life the fastest, earliest and to the accurate group of beneficiaries with flexible and synchronous solutions. Regarding the results of implementation according to Resolution No. 68/NQ-CP: By the end of October 31, 2021, the payment of occupational accident and disease insurance premiums has been reduced for 3,633 units with the amount in 4 months (from May 1, 2020). 7 to 10/2021) of 20.6 billion VND; It is expected that the total amount of reduction in 12 months, from July 2021 to June 2022, will be 61.9 billion VND.

Contributions to the retirement and survivorship fund have been temporarily suspended for 05 units, with the total amount expected to be suspended for 6 months of 4.65 billion dong; to review, compare and confirm immediately on the list of requests for support for 120 units, with 3,882 employees.

Regarding the settlement results according to Resolution No. 116/NQ-CP: The contribution to the UI fund has been reduced for 3,473 units, with the reduction amount in October 2021 of 10.38 billion VND. Expected amount of unemployment insurance reduction for 12 months (from October 1, 2021 to September 30, 2022) is 124.5 billion. As of October 31, support has been provided to 118,992 employees (of which: 112,578 people are participating; 6,414 employees are on reserve) with a total support amount of 281.4 billion VND. As of November 3, 2021, the whole province has delivered support for 133,774 employees (in which 126,906 employees are participating in unemployment insurance and 6,868 employees are on reserve) with a total support amount of over 315 billions dong; settled for 119,727 employees with a total amount of 280.1 billion VND.

However, due to the complicated situation of the Covid-19 pandemic in the country and in the world, especially from the end of April 2021 and the end of October 2021, the Covid-19 epidemic broke out again in Vinh Phuc, which has directly influenced the communication work of the provincial social insurance; especially affecting the process of propagating and mobilizing people to participate in voluntary social insurance and household-based health insurance. “Also due to the impact of the Covid-19 pandemic that broke out in Vinh Phuc in 2020 and 2021, it has affected people's economy, therefore, in Vinh Phuc, the work of mobilizing people to participate in social insurance automatically It's getting harder and harder." Representative of Vinh Phuc provincial social security agency said.

In the coming time, the Vinh Phuc Social Security Office shall continue to closely follow the direction of VSS in implementing tasks; strive to complete the targets and plans assigned by the VSS, in which to complete the plan to develop participants; plan to collect and reduce outstanding debt to a lower level than 2020 by a number of solutions such as: Re-evaluate the number of participants needed to develop in the last 2 months of the year to assign targets and plans to each unit and each level, each officer and employee; continue to closely coordinate with the Post Office to open a propaganda conference, focusing on exploiting people's participation in voluntary social insurance and household-based health insurance; coordinate with the post office to continue reviewing and exploiting units participating in compulsory social insurance and health insurance through data of tax authorities.

To coordinate with the Department of Health to advise on policies to support participation in health insurance for ethnic minorities and dignitaries and positions under the direction of the Provincial Party Committee's document No. 787 CV/TU dated September 15, 2021; work closely with the Department of Finance to promptly transfer funds to support people participating in health, unemployment and voluntary social insurance; highly concentrate to make the best efforts to complete the employee support policy in accordance with Resolution No. 116; continue to deal with the reduction policy for the employer in accordance with the Government's Resolution No. 68/NQ-CP and Resolution No. 116/NQ-CP; continue to strengthen administrative discipline; concretize individual responsibilities for each professional field in parallel with inspection and supervision, associating task performance with emulation and commendation in 2021.

At the meeting, Deputy General Director of VSS Tran Dinh Lieu praised the working spirit of the Vinh Phuc Social Security Office, despite the large workload, the provincial social security agency has overcome difficulties to well perform the industry's political tasks.

However, according to Lieu, the provincial social security agency needs to flexibly carry out the collection and development of subjects in the new situation. “For areas in regions 3 and 4, it is necessary to conduct livestream conferences or similar ways to increase local revenue. In particular, it is crucial to promote direct media through small group communication in communes and villages. In the immediate future, it is imperative to have a solution to focus on the group of workers returning to their localities, and the group that stops participating in health insurance according to Decision No. Decree 861; to firmly grasp the data, coordinate with departments, branches and local authorities to have a comprehensive solution to create jobs, thereby increasing the number of participants in compulsory social insurance or campaigning for continued participation in the form of voluntary social insurance. Regarding health insurance, it is also important to review in detail in each group, try to advise the Provincial People's Committee to have mechanisms and policies to support participation in health insurance, especially for ethnic minorities. Each target group must have a suitable solution and must be implemented early," emphasized Lieu.

In addition, Lieu also noted that professional units of the VSS and Vinh Phuc Social Security Office in particular and local social security agencies in general need to actively exchange online and share experiences, find solutions together, resolve difficulties with the problems that are posed from practice. In that spirit, it is required to be more flexible and creative in implementation, especially in attracting employees to continue participating in social and health insurance as well as increasing the number of new participants.

Regarding the implementation of Resolution 128 of the Government, Deputy General Director Tran Dinh Lieu requested the Vinh Phuc Social Security Office to quickly adapt, be flexible, proactively deploy more appropriate solutions, and closely follow the situation at the grassroots level, thereby concretizing the direction of the VSS on collection, communication, inspection, etc. to achieve the highest efficiency.
