Thai Nguyen Province’s Social Security: Proactivity and concentration to achieve greater efficiency in the collection and development of participants

On November 5, Deputy General Director of Vietnam Social Security (VSS) Tran Dinh Lieu had a meeting with Thai Nguyen Social Security Office on the task of collecting and developing participants of social and health insurance and the progress of implementing Resolution 116/NQ- Government's CP on policies to support employees, employers hit by Covid-19 from the unemployment insurance fund.

At the meeting, the leader of Thai Nguyen Provincial Social Security Office said that due to the impact of the Covid-19 epidemic, the production and business activities of enterprises in the area were strongly affected, therefore, the implementation of social and health insurance are currently facing a great deal of difficulties.

The number of businesses shutting down and stopping transactions with social security agencies is increasing. The number of workers in industrial parks and foreign-invested enterprises has sharply decreased. Especially, units with FDI capital, in the fields of garment, tourism, and transportation often reduce labor, directly affecting the plan to collect and develop participants.

For example, in Pho Yen town, compared to 2020, the number of people participating in compulsory social insurance decreased by 6,919 people, concentrated in large units such as: Hansol Electronics Vietnam Co., Ltd; Samsung Electronics Vietnam Co., Ltd. Thai Nguyen; Samsung Electro - Mechanics Vietnam Co., Ltd. In addition, the number of participants in health insurance decreased by 4.18% compared to the same period in 2020. The total collection of social and health insurance in Pho Yen town reached about 57.53%;

More specifically, according to the provincial social insurance report, the whole Thai Nguyen province currently has 213,864 participants in compulsory social insurance, reaching 92.25% of the plan, a decrease of 4,002 (equivalent to 1.84%) compared to the same period in 2020.

The number of participants of health insurance is 1,164,902 people, reaching 93.66% of the assigned plan, down 40,366 (3.35%) compared to the same period in 2020. In which, the reduced number of participants in health insurance in Thai Nguyen according to Decision No. 861/QD-TTg of the Prime Minister and Decision No. 612/QD-UBDT of the Committee for Ethnic Minority Affairs is 207,593; Up to now, there have been 142,468 household-based health insurance participants.

Total revenue of Thai Nguyen Social Security Office currently reached 74.64% of the assigned plan, increasing by 36,409 million (0.81%) over the same period in 2020; debt ratio accounted for 2.52% of the revenue target, down 17,267 billion dong over the same period last year (corresponding to a decrease of 10.11%).

However, in the general difficulty, the brightest point is the number of voluntary social insurance contributions being implemented and achieving positive results. In Thai Nguyen, the number of participants in voluntary social insurance is also increasing; Specifically, the number of participants was 22,922 people, reaching 87.67%, an increase of 7,616 people compared to the same period in 2020.

Solutions to collect and develop participants of social insurance and insurance are being promoted by Thai Nguyen Social Security Office. By the end of October 2021, specialized inspection has been carried out at 124 out of 168 units, reaching 73.8% of the plan; Unscheduled specialized inspection for 8 units. From the data provided by the tax authority, 4,157 units and 82,661 employees are under review; The number of participants in compulsory social insurance after reviewing is 427 employees, accounting for 78.21% of the total number of employees participating in the reviewed compulsory social insurance. Organized 151 conferences out of 5,415 attendees, achieving 40.59% of the plan assigned in Plan No. 2800/KH-BHXH of the VSS.

Regarding the implementation of Resolution 116, Thai Nguyen Social Security Office has provided support for 161,393 out of 165,923 people (including 6,708 employees from other localities) reaching the rate of 97.7% with a total amount of VND 387,042.2 million. Currently, 2,687 out of 3,078 employers have sent an updated list of employees' information.

On the basis of grasping the actual situation, the opinions of some leaders of professional units of the VSS in the mission, Deputy General Director of VSS Tran Dinh Lieu gave his opinion to guide Thai Nguyen Social Security Office with each specific task content.

With the collection and development of participants of social and health insurance, Deputy General Director Tran Dinh Lieu emphasized important stages such as: propaganda, consultation, guidance, inspection and examination; Each stage needs to be focused to effectively collect and increase the number of participants.

Regarding the implementation of Resolution 116, Deputy General Director Tran Dinh Lieu assessed, basically, Thai Nguyen Social Security Office has met the requirements in terms of progress, and the number of support settlements has reached a relative proportion. However, it is necessary to ensure the quantity and the settlement progress, and pay great attention to the quality requirements. From the practice of the provinces and cities, it is shown that the localities that have done well in reviewing the data, handing over the previous books as well as the book - card work will be convenient; good and standard data helps ensure the implementation process, without having to spend too much time reviewing. The implementation of Resolution 116 is also an opportunity to continue to review and standardize data once again, so it must be guaranteed effective. “In the area of ​​a province, the situation of duplicating books and codes of social and health insurance is prohibited. It is crucial to compare and review carefully, handle outstanding issues, and ensure "clean" data.” Lieu emphasized.

With cases coming from other localities, it is necessary to strengthen coordination with social security agencies of provinces and cities to get the most standard data, as a basis for handling proper and early support for employees. The settlement process with public non-business units also needs to be accelerated.
