"Strategy to develop Vietnam's social insurance industry to 2030, with a vision to 2045" is being developed by the VSS. This strategy aims to concretize the contents that need to be amended and supplemented in terms of legal policies and the organization of well implementation of legal policies on social insurance, health insurance and unemployment insurance with a roadmap suitable to the new development stage of socioeconomic.

According to the draft Strategy, the development of Vietnam's social insurance industry to 2030 with a vision to 2045 sets out a common goal to well implement flexible, diversified, multi-layered and modern policies and regimes of social and health insurance, international integration towards universal coverage. Along with that, to develop a lean, professional, modern, effective and efficient Vietnamese social insurance industry based on the people's right to social security.

Speaking at the seminar, Manh said that VSS is increasingly recognized and positively evaluated by the regional and international social security community for its successes and developments compared to social security systems in countries with similar GDPs and levels of development. The database system on households and the centralized health insurance payment assessment system connects to nearly 13,000 health treatment facilities; transaction in the form of online public service at level 4; the percentage of people who are satisfied with the services provided by the VSS on new and traditional platforms is relatively high. The social insurance fund has become the largest social security fund, which is uniformly and safely managed and has made certain contributions to the development of the country's economy; The national unified model of social insurance management and implementation is receiving increasing attention from the regional and international community.

“In particular, Vietnam has also been highly appreciated by the international community for its efforts and solutions to support people and businesses to overcome the COVID-19 pandemic through the following solutions: Simplifying administrative procedures and data interconnection between regulatory agencies, and continuing to promote electronic transactions; timely payment of social, unemployment and health insurance benefits for employees in a flexible way and creating maximum conditions for participants to enjoy the policy conveniently and ensure epidemic prevention and control”, Manh said.

The VSS has set a specific target by 2030 to reach about 60% of the workforce of the age group to participate in social insurance, of which farmers and informal sector workers participating in voluntary social insurance account for about 5% of the labor force in the working age; about 45% of the workforce in the age group participating in unemployment insurance; about 60% of people after retirement age are entitled to pensions, monthly social insurance and social pension benefits; The index assessing the satisfaction level of social insurance participants reached 90%.
