VSS: Issuing the process for resolving and paying social insurance and unemployment insurance benefits.

On July 29, 2025, VSS issued Decision No. 2222/QĐ-BHXH on the promulgation of the procedures for resolving social insurance (SI) benefits and disbursing SI and unemployment insurance (UI) benefits. This aims to standardize operational processes and to ensure consistency in the implementation and to improveing service quality to maximize convenience for citizens and businesses.

 procedure has 06 chapters and 34 articles, which clearly stipulates the responsibilities and tasks of VSS units in organizing the reception, resolution, and payment of SI and UI benefits based on legal regulations. Applied SI benefits include sickness, maternity, work injury & occupational diseases, pensions, survivorship, and UI. Each benefit is specifically regulated regarding in terms of documentation, resolution conditions, processing deadlines, payment methods, and coordination processes among relevant departments.

The procedure defines the principles for receiving and processing applications, aiming to maximize convenience for participants and, enhancing online public services, and minimizeing paper records. Beneficiaries are encouraged to receive cash payments through personal accounts to ensure transparency, safety, and alignment with the trend of digital transformation in the social security sector.

In the benefit resolution process, departments are responsible for checking the completeness and validity of applications; cross-checking data with the national population databases, civil registration, and related specialized systems. Timely resolution, correct beneficiaries, and legal regulations compliance consistent requirements throughout the entire process.

For the payment process, the procedure outlines implementation of payments through appropriate methods, prioritizing cashless transactions.

The procedure requires the information technology application in all operational stages, effective use of digitized data, and synchronization with the VSS’s management systems and the government's shared database.

Additionally, the procedure regulates  the responsibilities for inspection, supervision, and handling violations during implementation. Subordinate units are responsible for organizing execution, reporting periodically, and proposing solutions to overcome obstacles, thereby improving the quality of resolving and paying SI & UI benefits.
