Step by step

1. Step 1:

- For a person who is about to receive pension or monthly social insurance allowance at his/her place of residence and the pension or allowance regime was settled by the social insurance agency of another province, he/she will come to receive pension or monthly social insurance allowance and produce his/her health insurance card (if he/she is obliged to buy health insurance) according to the time and place stated in the Notice (Form No.18A-HSB), and return the previous health insurance card;

- For a person who is about to receive pension or monthly social insurance allowance at his/her place of residence and the pension or allowance regime was settled by the social insurance agency of the Ministry of National Defense or by the social insurance agency of the People’s Public Security force, he/she will receive the sealed dossier from his/her employing unit (in case this unit directly hands the dossier to him/her), submit the dossier to the provincial-level social insurance agency of the locality where he/she resides in order to receive pension or monthly social insurance allowance;

- For a person who currently receives pension or monthly social insurance allowance, he/she will submit directly or send by post a dossier of request for change of the place of receipt of pension or monthly social insurance allowance to the district-level or provincial-level social insurance agency of the locality where he/she currently receives pension or allowance; come to receive pension or monthly social insurance allowance and produce his/her health insurance card (if he/she is obliged to buy health insurance) according to the time and place stated in the Notice (Form No.18A-HSB), and return the previous health insurance card;

- For a person who is waiting to receive pension or monthly social insurance allowance, he/she will submit directly or send by post a dossier of request for transfer of the dossier for waiting for receipt of pension or monthly social insurance allowance to the provincial-level social insurance agency that currently manages the dossier, and receive a notice on the dossier receipt (Form No.18B-HSB).

For uncertified copies of the papers in the dossier, their originals must be produced for comparison.

2. Step 2:

- The district-level social insurance agency of the locality from which the worker will move receives a complete dossier from the person who currently receives pension or monthly social insurance allowance or the person who is waiting to receive pension or monthly social insurance allowance (below collectively referred to as the applicant), and transfers the dossier to the provincial-level social insurance agency;

- The provincial-level social insurance agency from which the applicant will move receives the dossier from the district-level social insurance agency or from the applicant, completes the dossier and transfers it to the provincial-level social insurance agency of the locality to which the applicant will move;

The provincial-level/district-level social insurance agency of the locality from which the applicant will move, when receiving the dossier from the applicant, compares the dossier components which are uncertified copies with the originals and returns the originals to the applicant;

- The provincial-level social insurance agency to which the applicant will move, after receiving the dossier, informs such to the person who currently receives pension or monthly social insurance allowance for him/her to come and carry out registration procedures to receive pension or allowance, or informs him/her of the receipt of the dossier.

1. A dossier of request for change of the place of receipt of pension or monthly social insurance allowance for a person who currently receives pension or monthly social insurance allowance must comprise:

- An application, made according to Form No. 14-HSB (the original);

- In case he/she currently receives pension or monthly social insurance allowance in the locality where the region-based allowance is applied and wishes to receive it in the locality where the region-based allowance is applied, the book of registration of permanent residence in the new place of residence is also required. If there is any inconsistency in the information on first name, middle name, name or date of birth between the people’s identity card/passport/citizen identity card and the dossier for enjoyment of social insurance benefits, such inconsistency must be stated in the application, enclosed with a copy of this people’s identity card/passport/citizen identity card.

2. A dossier for waiting to receive pension or monthly social insurance allowance in another province or city must comprise an application made according to Form No. 14-HSB (the original). If there is any inconsistency in the information on first name, middle name, name or date of birth between the people’s identity card/passport/citizen identity card and the dossier for enjoyment of social insurance benefits, such inconsistency must be stated in the application, enclosed with a copy of this people’s identity card/passport/citizen identity card.

Note: If the originals of the above papers are not required, that applicant may submit the originals, copies enclosed with the originals for comparison, certified copies, or duplicates of such papers.

- The person who is waiting to receive pension or monthly social insurance allowance files a request for transfer of the dossier for waiting to receive pension or allowance in the place of residence in another province or city.
