Step by step

1. Step 1: An employee submits a dossier to his/her employer which is specified in the boxes “Dossier components” and “Number of dossier sets” below.

2. Step 2: The employer:

- Guides the social insurance and health insurance buyer to fill in a declaration, checks and compares it with the dossier currently managed by the employer;

- Submits the dossier which is specified in the boxes “Dossier components” and “Number of dossier sets” below, and electronic data (if any) to the social insurance agency.

3. Step 3: The social insurance agency:

- The single-window division:

Receives the dossier and electronic data (if any) from the employer,

Checks the dossier components; if the dossier is satisfactory, issues a slip appointing a date for result notification and transfers it to the dossier management division/team. If the dossier is unsatisfactory, it shall clearly state the reason and return the dossier to the employer.

- The dossier management division/team:

Checks the dossier components, inputs data into the program on dossier management, grants a dossier management code, and transfers the processed dossier to the social insurance book and health insurance card granting division/team.

- The social insurance book and health insurance card granting division/team:

Checks the dossier components and grants a social insurance book (to those who do not have the book yet), a health insurance card and transfers the settlement result to the single-window division.

Process

Submitting the dossier and receiving the administrative procedure settlement result through e-transactions or by post, specifically:

- For printed dossiers: An employer notifies the social insurance agency or postal service provider to receive the dossier directly at the employer’s office; For electronic data (if any): An employer sends them to the social insurance agency via the Internet.

- In case an employer registers e-transactions, he/she/it shall comply with the Vietnam Social Security’s regulations on e-transactions in carrying out procedures for participation in social insurance, health insurance and unemployment insurance; and grant of social insurance books and health insurance cards

1. For an employee:

a/ Declaration on provision and change of information on the social insurance and health insurance buyer (Form No. TK1-TS);

b/ For those entitled to higher health insurance benefits (if any) such as people with meritorious services to the revolution or war veterans: papers proving such entitlement (the original or certified copy).

2. For an employer:

a/  Declaration on provision and change of information on employers participating in  social insurance and health insurance (From No. TK3-TS);

b/ The list of employees participating in social insurance, health insurance and unemployment insurance (Form No. D02-TS);

c/ The list of dossier components as the basis for enjoyment of higher health insurance benefits (if any) (Appendix No. 3 to Decision No. 959/QD-BHXH).

Term of settlement

Seven working days, for grant of a health insurance card , or 20 working days, for grant of a social insurance book, from the date of receipt of a complete dossier under regulations.

Requirements

Within 30 days after the conclusion of a labor contract or working contract, or the effective date of the recruitment decision, an employer shall submit a complete dossier under regulation.
