1. In case the participants make payment directly to social insurance agencies of rural districts
* Step 1: The participants
- In this case, to submit dossiers as required in the sections of dossier components and number of dossier sets to the one-door units of social insurance agencies of rural districts.
- To make payment to the planning and finance units.
* Step 2: Social insurance agencies of rural districts
- One-door units shall guide persons covered by voluntary social insurance to make dossiers and payment to the planning and finance units; write appointments and forward the dossiers to the collection management units.
- Collection management units shall check the dossiers and insert them into the collection management program, grant management codes, print the list of persons covered by voluntary social insurance (Form No. D05-TS) and forward the dossiers to the planning and finance units for comparison and collection of payment.
- Planning and finance units shall make comparison of dossiers, collect money and grant the receipts to participants; and forward the dossiers to the units granting books and cards.
- Units granting books and cards shall check and compare the dossiers, print social insurance books as prescribed by law; and forward the settlement results to the one-door units.
2. In case the participants make payment directly to collecting agents
- In this case, to submit dossiers as required in the sections of dossier components and number of dossier sets to the collecting agents.
* Step 2: Collecting agents
- To guide persons covered by voluntary social insurance to declare the declarations on provision and change of information of persons covered by social insurance and health insurance (Form No. TK1-TS).
- To make the list of persons covered by voluntary social insurance (Form No. D05-TS), collect social insurance payment from participants, and grant receipts to the participants according to the provided form.
- To submit the dossiers and e-data (if any) and collected amounts attached with receipts to social insurance agencies within three working days since collecting the payment of participants.
* Step 3: Social insurance agencies
- One-door units shall receive dossiers of persons covered by voluntary social insurance paid via the collecting agents; check and count if the dossier components and numbers are correct and sufficient as required by law in order to guide the agents to make payment to the planning and finance units and write appointments; and forward the dossiers and e-data (if any) to the collection management units.
- Collection management units shall check the dossiers and e-data (if any) and insert them into the collection management program, issue management codes and forward the dossiers to the units granting books and cards.
To directly submit at the one-door unit or via postal services.

For persons participating in voluntary social insurance that register for the first time or re-register after interrupted periods, to grant social insurance books within 10 working days at most since receiving full dossiers as prescribed.
