Step by step

1. Step 1: - The beneficiary shall send a notice of change in the beneficiary’s information (made according to Form No. 18-CBH) to a payment agent or district-level social insurance agency, stating the personal bank account number (or ATM card number), and the bank where his/her account is opened; or the new place of payment of monthly social insurance benefits. - In case a person currently on pension or monthly social insurance allowance inclusive of region-based allowance moves to another place of residence in the locality where the region-based allowance is applied, he/she must submit a copy of his/her household registration book and produce the original for comparison. - In case the beneficiary has to pay a fee for first-time issuance of ATM card, he/she shall provide the fee receipt to a provincial- or district-level post office for payment under regulations. 2. Step 2: - The district-level social insurance agency shall receive the dossier from the beneficiary or the payment agent, made according to Form No. 9c-CBH, and send it to the provincial-level social insurance agency for requesting the change of the payment method (change from payment via a personal bank account to cash payment or vice versa), or the change of the place of payment of monthly social insurance benefits to the beneficiary within the province. - The provincial-level social insurance agency shall change the payment method or place of payment of monthly social insurance benefits to the beneficiary named on the list of benefit recipients. If the beneficiary submits the request before the 20th of the month, the social insurance agency shall include his/her name in the list of benefit recipients of the following month; if the request is submitted after the 20th of the month, the beneficiary’s name will be included in the list of benefit recipients of the month after the following month. - The provincial- or district-level post office shall, after receiving the ATM card issuance fee receipt, pay the fee in cash to the beneficiary. 3. Step 3: - The beneficiary shall receive the ATM card issuance fee at the provincial- or district-level post office (where the fee receipt for first-time issuance of ATM card receipt is provided) within the day. - If the beneficiary submits the request before the 20th of the month, he/she will receive pension or monthly social insurance allowance according to the new payment method or new place of payment from the following month; if the beneficiary submits the request after the 20th of the month, he/she will receive pension or allowance according to the new payment method or new place of payment from the month after the following month.
