VSS: Taking efforts to implement citizen-centric Digital Transformation

Recently, Director General of VSS (VSS) – Nguyen The Manh hosted the Conference on Digital Transformation in order to enhance the solutions to serve and support participants of social, health and unemployment insurance.

The conference’s attendees include Deputy General Directors: Pham Luong Son, Tran Dinh Lieu, Dao Viet Anh, Le Hung Son; together with heads or VSS’s departments.

The readiness of platforms for Digital Transformation

During the Conference, Director of I.T Centre Le Nguyen Bong reported on the deployment of several contents related to the construction of National Insurance Database and commencing the upgradation of app extension service “VssID - Social Insurance”. These are the essential foundations for the VSS’s digital transformation, in addition to finalizing business processes, building software, and gathering sectoral data over the years.

Regarding the construction of the National Insurance Database, the VSS has issued the Implementation Plan of Decree No. 43/2021/ND-CP on March 31st, 2021 of the Government, which regulates the National Insurance Database. The VSS has reviewed and standardized the professional Insurance Database of the industry to provide the National Insurance Database with the information specified in Article 6 of Decree No. 43/2021/ND-CP; promoting the collaboration among the Ministries, relevant industries to synchronize and complete the database, specifically:

- Coordinate with the Authority of Information Technology Application (Ministry of Information and Communications): Establish documents on technical standards, regulations, data structures for information connection, sharing of National Insurance Database about Insurance with other industries’ National Databases and specialized insurance databases.

- Coordinate with the Ministry of Public Security: Complete collaborative regulations, data sharing between Insurance Database of VSS and National Insurance Database population managed by the Ministry of Public Security; Sign the commitment to guarantee security, safety and information confidentiality in connection to the national population database with units and each individual participating in the system upon the request of the Ministry of Public Security... To date, the VSS has examined and compared millions of personal information from the National Database on population. On May 28th, 2021, the VSS officially implemented the verification of citizen information from the National Database on population when citizens sign up for an electronic transaction account with the Social Insurance Agency on the Public Service Portal of VSS and on the VssID application...

Regarding the implementation of upgrading VssID services and functions: Since the first launching up until now, the application has been constantly improved and upgraded. The application has many features, services to flexibly serve essential information needs of participants and beneficiaries of Social, Health and Unemployment  Insurance, such as: Providing information about Health Insurance cards; the participation process of Social Insurance, Unemployment Insurance, Occupational Accident Insurance - occupational disease, Health Insurance; information on one-time regimes (illness, maternity, occupation accident and occupational disease); medical report books providing the history of participant’s health insurance.

Along with that, the VssID application can also provide searching utilities: Social Insurance code; Social Insurance agency; medical facilities that sign contracts for medical treatment with health insurance; medical facilities that issue certificate of leave covered by social insurance benefits; units to participate in social insurance; collection points, voluntary collection Social Insurance agencies, household Health Insurance;... And Public Service of the industry such as: Reissuing Health Insurance cards due to damage, loss; area relocation to enjoy pensions and Social Insurance benefits; shift forms of receipt or Social Insurance beneficiaries’ information…

In particular, after two-time upgrades, the VssID 1.5.3 application has added many useful features, for example: Allowing the user to register for electronic transactions with the Social Insurance agency (register on the app directly, not through the Public Service Portal; assisting in searching, scanning QR code of Health Insurance card/Citizen identity card to automatically fill in information of the Social Security code, Citizen identity card number, address; additionally selecting email to send declaration...);... With version 1.5.4, the application added more features that allow the user to register for electronic transaction accounts for children under 18 years old; displaying personal pictures featured on the “Use Health Insurance card” screen, which helps using Health Insurance card pictures on the app for medical report books to become more convenient and rigid...

Implementation plan for digital transformation

From the achieved foundations, at the Conference, VSS’s leaders, heads of affiliated departments evaluated, proposed and put out a plan to implement Digital Transformation according to Decision No. 942/QD-TTg of the Prime Minister approving the Strategy to develop an E-government aiming for Digital Government in 2021-2025 phase, with visions to 2030.

Following that, the Industry’s goal is to quickly finish the National Insurance Database to have source data to promote the implementation of utilities, Public Service on the VssID app, deploy artificial intelligence in managing and serving Social Insurance, Health Insurance, and Unemployment Insurance participants.

Based on the goals of Decision No. 942/QD-TTg, currently, the VSS Industry has completed to provide 100% of the industry’s Public Service at Level 4, integrating on the national Public Service Portal. VSS’s Public Service is being provided through Public postal service (VNPOST); provided through IVAN; Public Service payment is provided through Banks (there has already been 5 Public Services of the industry provided on the VssID app).

About the implementation plans in the upcoming time, VSS has determined, enhanced the service and support for Social Insurance, Health Insurance, and Unemployment Insurance for the better through digital transformation with goals and plans, including: Continue the reconstruction on administrative procedures and Public Service in accordance with Digital Transformation trends and the current database status of the industry; deploy 100% Public Service on the VssID app; optimize user experience on the app and the Public Service Portal of the industry; fully digitalize the administrative formalities; continue to expand the open database to develop Digital Government; continue to finalize Public Service Portals under the new E-government architecture; research to open an advisory hotline that provides 24/7 support; upgrade, expand the ability to manage and operate; continue researching and applying the artificial intelligence in data analysis and processing; implement the sectoral risk management system....

Speaking of the conclusion at the Conference, Manh assessed that, in recent years, VSS’ IT application has achieved many positive results, with right direction, and laid an important and steady foundation for the industry’s Digital Transformation, contributing to the plan of carrying out the nation’s Digital Transformation. The industry’s Insurance Database keeps on increasingly improving, synchronizing, and is ready to be linked with the National Insurance Database and Ministries, sectors, and localities. The industry’s softwares and applications are constantly being upgraded, improved, connected, and interconnected, which bring back lots of benefits for participants and beneficiaries of the Social Insurance, Health Insurance, and Unemployment Insurance policies.

Based on the evaluation of domestic and foreign organizations, it can be said that the VSS industry is one of the leading units in I.T applications for management and task performance. However, if we become subjective and not moving forward, the industry will stagnate, especially in the current context of strong requirements for Digital Transformation of industries, branches, and all of the society, as Director General Nguyen The Manh emphasized.

Digital Transformation is a very crucial task of the industry and the tasks, goals in the upcoming time that the industry is setting are very immense. To greatly perform this task, Director General Nguyen The Manh requested the VSS’ units to: Continue to research, propose, supplement, and concretize the tasks of each unit in the Digital Transformation of the industry to give more specific feedbacks on the plan; finish the business processes, finish software, applications, and data for connection and communication; strengthen coordination with Ministries, sectors in participation, support in relevant issues; I.T projects need to be hastily finished, dealing with the existing issues in Digital Transformation and in the technical infrastructure is extremely important to maintain stability and smoothness. In addition to that, security and information safety should also be cared about when the industry’s Insurance Database is increasingly being expanded and essential for each citizen and employee.

Manh also noted that the industry’s Digital Transformation has a huge workload so it is preferable to have a roadmap, clearly assign people, and clear responsibilities with the citizen-centric system. In addition to Digital Transformation tasks of the whole industry, every department and staff in the industry also needs to make a change to be suitable and responsive to tasks requirements in a new situation.
