The purpose of the Plan is to: Effectively implement the goal of digital transformation of Vietnam's social insurance industry, meeting the Government's digital transformation requirements; provide a full range of online public services at level 4 for individuals and online payment services of VSS on VssID application; perfecting existing and adding new features and utilities, improving the experience for VssID users.

Specifically, in the coming time, VSS will focus on implementing a number of contents to upgrade and complete the application, including:

1. Integrate the function "Adjusting electronic transaction information and participants' information".

2. Implement the function of linking accounts with banks and credit institutions on VssID.

3. Supplement the process of paying social, health and unemployment insurance premiums for participants.

4. Deploy notifications on VssID instead of SMS service for individuals who already have VssID accounts (sending results of payment of social insurance, reminder to pay voluntary social insurance premiums, reminder to renew health insurance, sending notifications of medical care; information on voluntary social insurance for stopping participation in compulsory social insurance, etc.).

5. Deploy feedback and recommendation function on the application.

6. Research and implement the data interoperability process with the Ministry of Justice when registering electronic transactions for children under 6 years old.

7. Integrated authentication by Smart OTP, authentication via email.

8. Implement the integration of utilities: Reminder of medical treatment schedules, reminder of medication schedule; calculate the rate of payment of voluntary social insurance and household-based health insurance; Estimated lump-sum allowances and pension on the application.

9. Continue to integrate online public services level 4 of VSS for individuals on the application.

10. Deploy electronic social insurance book on VssID.

11. Deploy registration of electronic transactions for participants of social and health insurance under the management of the social security offices of the Ministry of Defense and the People's Public Security. Thereby, deploying registration of electronic transaction accounts for health insurance participants under 15 years old with guardians participating in social and health insurance managed by the social security offices of the Ministry of Defense and the People's Public Security.

12. Implement integrated electronic Know Your Customer (eKYC) solution for electronic transaction account registration: Deploy eKYC solution of Vietnam's social insurance industry; Coordinate with banks to create accounts at the same time when people create bank accounts.

13. Continue to upgrade the interface, improve the existing features and utilities, and improve the user experience on the VssID application.

The time to upgrade and complete the VssID application according to the plan is from August 2021 to December 2022. The IT Center (VSS) was assigned to assume the prime responsibility for, and coordinate with the units under the VSS, the social security authorities of the provinces and centrally-run cities and related units in implementing the upgrading contents of the application.
