VSS: Prompt support solutions for employees and employers to Implement Resolution No. 68/NQ-CP of the Government

Implement Resolution No. 68/NQ-CP of the Government (referred to as Resolution No. 68) and Decision No. 23/2021/QD-TTg of the Prime Minister (referred to as Decision No. 23) on regulations on policies to support employees and employers facing difficulties due to the COVID-19 pandemic, Vietnam Social Security (VSS) has implemented numerous solutions to promptly support employees and employers.

Timely supplement and adjust processes and functions on professional software, provide online public services

Just one day after the Prime Minister (PM) signed and promulgated Decision No. 23/2021/QD-TTg, VSS issued Official Letter No. 1988/BHXH-TST and on July 15, 2021 continued to issue Official Letter No. 2062/BHXH-TST on the implementation of Resolution No. 68/NQ-CP and Decision No. 23/2021/QD-TTg throughout the Industry.

On July 21, 2021, the VSS continued to issue Document No. 2157/BHXH-TST and sent to the social security agencies of the provinces, centrally-run cities and attached units regarding the urgent implementation of support policies for employees and employers facing difficulties due to the COVID-19 pandemic.

Also on July 21, 2021, the VSS issued Decision No. 722/QD-BHXH on the establishment of a task force to inspect, urge and resolve difficulties and obstacles caused by the COVID-19 pandemic in implementing Resolution No. 68/NQ-CP dated July 1, 2021 of the Government; implementing health insurance policies and organizing tasks at social security agencies in 19 provinces and cities.

Implementing Resolution No. 68, VSS has developed a process and adjusted software to supplement functions, meeting the provisions of Decision No. 23 and Resolution No. 68. Specifically, it has the following additional functions: Managing the unit to reduce the insurance premium for occupational accidents and diseases; Confirming the list of employees participating in the dossier under Decision No. 23/2021/QD-TTg sent by units, enterprises and individuals through the National Public Service Portal (NPSP); Management of units temporarily suspending contributions to the retirement and survivorship fund; Support fees for training and retraining to improve professional skills, etc.

Also, to deploy public services on the VSS Public Service Portal (at: https://dichvucong.baohiemxahoi.gov.vn) and require service providers to declare social insurance electronically (I-VAN) provided on I-VAN's software, including: 1- Suspension of contributions to the retirement and survivorship fund (provided since April 2020); 2- Support employers in training, retraining and improving vocational skills to maintain jobs for employees; 3- Support employees who suspended labor contracts or took unpaid leave; 4- Support employees who stopped working; 5- Support employers to borrow capital to pay wages for work stoppage, pay wages to restore production; 6- Solve the reduction of insurance premiums for occupational accidents and diseases.

Public services are jointly provided by VSS on the NPSP.

Connecting and integrating public services on the NPSP

Along with the implementation of public services on the Sector's Public Service Portal and I-VANs, VSS has coordinated with the Government Office and related units to connect, integrate, and provide 05 online public services to support employees and employers facing difficulties due to the COVID-19 pandemic on the NPSP. Specifically: Support employees and employers to temporarily suspend contributions to the survivorship and pension fund; support employees who suspended the performance of labor contracts or took unpaid leave; support employees who stopped working; support employees who terminated labor contracts but are not eligible for unemployment benefits; support employers to borrow capital to pay wages for work stoppage, pay wages to restore production.

Accordingly, the implementation process on the NPSP has been simplified to the maximum, so that the subjects can log in, declare and submit their dossiers online on the NPSP (except for documents or data that the NPSP has connected and shared with the information system, national database, specialized database; forms will be electronic). The NPSP transfers the digitally signed data to the social security agency for confirmation. After receiving the confirmation (digital signature) from the agency, the Portal shall be responsible for transferring the subject's online dossier to the competent agency for settlement on the provincial electronic one-stop-shop system or the Bank for Social Policies' Transaction Office. In case the provincial-level one-stop-shop system has not yet met the request for permission to receive online dossiers, the competent agency shall receive and update the status and settlement results according to the account provided by the Portal.

As of August 2, 2021, VSS has completed sending notices of adjustment of the contribution rate to the occupational accident and disease insurance fund for 375 thousand employers, equivalent to 11,238 million employees with the amount temporarily calculated and adjusted to decrease to the fund of occupational accident and disease insurance (from July 2021 to June 2022) about VND 4,322 billion; confirmed the list of employees with temporary suspension of labor contracts, unpaid leave and the list of employees who have stopped working for 10,972 units with 179,334 employees; received dossiers and settled for 126 units with more than 10 thousand employees temporarily suspending payment of retirement and survivorship fund with the amount of 64.42 billion dong.

Actively sharing data for anti-epidemic service

Recently, on July 30, 2021, VSS issued Official Letter No. 2286/BHXH-CNTT on sharing data in the national database of insurance for anti-epidemic, Accordingly, implementing Decree No. 43/2021/ND-CP dated March 31, 2021 of the Government stipulating the National Insurance Database, VSS has been coordinating with the Ministry of Information and Communications to soon develop and promulgate national standards on data structure for exchange with the National Insurance Database. Pending the promulgation of regulations, in the face of complicated developments of the COVID-19 pandemic, many provinces and cities have the need to exploit data and authenticate information about participants and beneficiaries of social, health and unemployment insurance, VSS has provided timely information for localities to use in making test lists, vaccination lists, identifying background disease information, quick monitoring and tracing for F0 patients; zoning and stamping out epidemics in industrial parks, export processing zones, employer units, etc.

In order to continue to support the epidemic prevention and control, the VSS requested the social security agencies of provinces and cities to coordinate with the Department of Health and the Department of Information and Communications to propose coordination to share data from the national insurance database through the NGSP axis of the Ministry of Information and Communications, report to the People's Committees of provinces and cities, the Provincial and Municipal Steering Committee for COVID-19 Prevention and Control and early informed to the VSS while waiting for it to supplement and improve providing facilities for epidemic prevention and control on VssID - Digital Social Insurance application; complete the data connection on the VssID application and the Electronic Health Book between the VSS and the Ministry of Health.

With recent efforts, VSS hopes to join the Government, the local authorities and the people nationwide to soon overcome the COVID-19 pandemic, ensuring the country's social security./.

VSS
