Ensuring funding for medical examination and treatment with Health Insurance during the Covid-19 pandemic.

On August 2nd, 2021, VSS issued Official Letter No.2311/BHXH-CSYT on the implementation of advance payment, payment of medical examination and treatment expenses with Health Insurance. Social Security Agencies of provinces, central cities, the Ministry of National Defense and People’s Police (hereinafter referred to as Provincial Social Security Agencies) are responsible for receiving.

Specifically, in the fact of the complicated situation of Covid-19 epidemic around the country, especially in the Southern provinces, in order to continue joining hands in disease prevention, ensure the benefits of the insured, to ensure funding for medical treatment with Health Insurance for Health Facilities, VSS requires the Social Security Agencies in provinces to implement the following:

1. Ensure funding sources of medical care services for the insured; avoid shortage of funds in buying medicines, chemicals and medical supplies at Health Care Facilities with Health Insurance. Accordingly, Social Security Agencies at provincial level shall urgently inspect, review and make full and timely advance payment with Health Insurance covered by the provisions of Article 32 under Law on Health Insurance. In special cases, based on the actual situation and needs, the medical facilities are requested to explain, propose, get opinions from Department of Health (for locally managed medical facilities) and send to the Social Security Agencies. The agencies shall consider, resolve, and make sure to advance enough funds to serve medical care with health insurance, not to let patients pay their own expenses within the scope of their entitlements as prescribed.

2. Social Security Agencies at provincial level shall pay medical expenses covered by Health Insurance in accordance with the provisions under the Law on Health Insurance and guided documents.

VSS requires Provincial Social Security Agencies to urgently implement; may there be any difficulties, they shall be promptly reported to VSS for further instructions.
