The official dispatch stated: On November 16, 2020, the Prime Minister announced the application "VssID - Digital Social Insurance" on the mobile device platform. Speaking at the ceremony, the Prime Minister directed the VSS to coordinate with the Ministry of Health (MoH) to research and fully deploy the health insurance card on the VssID application to both ensure convenience and information safety and security.

Following the direction of the Prime Minister, the VSS has been gradually improving the functions of the application and directed the social security agencies of provinces to promote the application nationwide. By piloting the use of health insurance cards on VssID in 10 flood-affected localities in recent times, it has brought convenience to health insurance participants and medical facilities. In addition, the confidentiality and safety are guaranteed, and limit the abuse and exploitation of health insurance funds.
Therefore, based on the opinion of the MoH in Official Letter No. 4316/BYT-BH dated May 27, 2021 on the use of the image of health insurance cards on the VssID application for medical treatment under health insurance, the VSS requested the social security agencies of the provinces to report to the People's Committee of provinces, coordinate with the Department of Health to direct the medical facilities to implement, and send a document to health insurance facilities to come to an agreement on some of the following contents:
- From June 1, 2021, patients with health insurance cards who come for medical treatment can use the image of their health insurance card on the VssID application instead of using the paper one;The medical facility uses the reader to scan the QR-Code or directly type the health insurance card number on the VssID application (in case the facility does not have a reader);- Health care facilities shall come up with solutions to prevent abuse and profiteering of health insurance funds; receive difficulties and problems in the implementation process, and promptly report them to the social security agency for settlement.

Directors of social security agencies of provinces shall direct specialized departments to receive and promptly handle difficulties and problems related to the use of VssID to ensure the interests of patients with health insurance cards according to the direction of the VSS at the Official Letter No. 3137/BHXH-CNTT.
