Following Decree No 37/2021, guiding the Law on Citizen's Identity, citizens are allowed to exploit their information in the National Population Database by sending a document or a message through the messaging service, the national public-service portal or the public service portal under the Ministry of Public Security.

Decree No 37/2021, amending Decree 137/2015 / ND-CP, will officially take effect from May 14, 2021.

The decree also states that if a citizen had registered for a birth certificate but had yet to be granted a personal identification number, the management agency of the National Population Database will take responsibility to give the personal identification number to the citizen based on the available information on the national population database.

After establishing the personal identification number for the citizen, the agency will have to send a document to notify the citizen about his or her personal identification number as well as the person’s relevant information on the national population database.

Also in May, the maximum financial support for unemployment insurance participants, who participated in a vocational training course, will be VND1.5 million (US$65) per month. Previously, the financial support was VND1 million ($44) per month.

The financial support will be applied from May 15 under Decision No 17/2021, replacing Decision 77/2014 of the Prime Minister.

From May 16, Decree No 42/2021/ND-CP will come into effect. Under the decree, all localities were told to finish the establishment of a police team at commune level before June 30.

In the meantime, Circular No 3 /2021/TT-NHNN said that the State Bank of Viet Nam ordered credit institutions and foreign bank branches to exempt or reduce interest and fees until December 31, 2021 for debts incurred before June 10, 2020, for individuals or organisations whose obligation to repay the principal and/or interest from January 23, 2020 to December 31, 2021 under contract or agreement.

The move aims to support individuals and organisations that were affected by the COVID-19 pandemic.

At the same time, the credit institutions and foreign bank branches were also required to reschedule the repayment term for the balance of the debt until December 31, 2021 if the customer met the following conditions: the debt was incurred before June 10, 2020 from lending or financial leasing or the customers had the obligation to repay principal and/or interest from January 23, 2020 to December 31, 2021. The circular is set to take effect from May 17.

In another development, Circular 09/2021/TT-BGDĐT, which will take effect from May 16, said online teaching activities had to be conducted closely following lessons or topics in general education programmes, ensuring interaction between teachers and students during the lesson.

This is the first document of the Ministry of Education and Training to officially issue regulations on online teaching in general education institutions and continuing education centres in the country.

The periodic tests will be carried out at the school but if students are unable to go to school due to force majeure, the tests will be performed online.

Circular No 25/2021/TT-BTC, which is scheduled to come into effect on May 22, said people do not need to pay a fee for the renewal of a passport.

Previously, a person had to pay a fee of VND100,000 for passport renewal./.
