VSS's activeness, creativity and determination towards the goal of developing of SI and HI participants

In 2020, with specific and practical solutions, the Vietnamese social insurance industry has developed a great number of participants of social insurance and health insurance. Therefore, despite facing many difficulties and challenges, the whole industry is still determined to expand the coverage of social insurance and health insurance, especially voluntary social insurance.

To guarantee a rise in the number of participants

According to forecasts, in the period of 2021-2025, the situation in the world as well as in the region will continue to be complicated and unpredictable; The domestic economy has still been facing difficulties and potential risks. Vietnam is facing with population aging, while the COVID-19 pandemic continues to affect all aspects of production and business activities and people's lives. These difficulties also directly affect the implementation of regimes and policies on social insurance and health insurance, etc.

In order to overcome difficulties and challenges, Vietnam Social Security (VSS) has determined to actively participate and coordinate with relevant ministries and agencies to complete various important bills to submit to the National Assembly (NA) for approval, with a view to effectively implement policies and laws on social insurance and health insurance. At the same time, to continue to promote the development of participants in social insurance and health insurance to fulfill the goals set out in Resolution 20-NQ/TW and Resolution 28-NQ/TW of the Central Committee.

Accordingly, it is expected by VSS that in 2021, the whole country will reach 17,402 million participants in social insurance, an increase of 1,241 million (7.7%) compared to 2020 and reach the rate of 35% of the workforce in the age group. Of which, 15,804 million people participated in compulsory social insurance, an increase of 770,000 compared to 2020; 1,598 million people participated in voluntary social insurance, an increase of 470,000 compared to 2020; 14,099 million people participated in unemployment insurance, an increase of 779,000 compared to 2020, reaching the rate of 28.3% of the workforce in the age group; 89,371 million people participated in health insurance, an increase of 1,442 million compared to 2020 and reaching the rate of 91.9% of the population participating in health insurance.

VSS also estimates that by 2025, the whole country will reach 23,247 million participants in social insurance, an increase of 1,511 million compared to 2024, reaching the rate of 45% of the workforce in the age group and equal to the target set in Resolution 28-NQ/TW. In which: 19,357 million people participated in compulsory social insurance; 3,890 million people participated in voluntary social insurance; 17,787 million people participated in unemployment insurance, reaching the rate of 35% of the workforce in the age group and also equal to the target in the Resolution 28-NQ/TW; 95,937 million people participated in health insurance, reaching 95% of the population and equal to the target in Resolution No. 20-NQ/TW.

Along with the increase in the number of participants in the social insurance system, the revenues from social insurance and health insurance and the number of beneficiaries to social insurance and health insurance also witnessed a rise. In 2021, the whole branch is expected to settle for 154,054 monthly social insurance beneficiaries, up 1.89% compared to 2020. Of which: 129,032 people will be entitled to the pension benefits; 1,103,794 people will be entitled to the lump-sum social insurance allowance. It is expected that, by 2025, the whole branch will settle for 217,243 monthly social insurance beneficiaries. In which, 181,026 people will be enjoying the pension benefits; 1,631,300 people will be entitled to the lump-sum social insurance allowance. It is expected that the total number of medical services insured in 2021 will be 192.4 million and by 2025, it will be 206.5 million.

Implementation efforts

To achieve the above target, VSS will continue to closely follow the tasks and solutions stated in Resolution 15-NQ/TW, Conclusion 92-KL/TW, Resolution 20-NQ/TW and Resolution 28-NQ/TW. On that basis, to closely coordinate with ministries and branches to perfect the system of policies and laws on social insurance and health insurance; to promote and comprehensively renew the contents, forms and methods of propaganda on the regimes and policies of social insurance and health insurance so that officials, party members and all classes of people understand the necessity, benefits, roles and meaning of the policy. Thereby, creating unity in leadership, direction and implementation; consolidating the trust and spreading widely among the people about the preeminence and human values of the policy.

The whole industry shall focus on propaganda suitable for each group of subjects, in which, focusing on the groups of subjects participating in voluntary social insurance, household-based health insurance and employees in industrial zones and export processing zones. Along with that, to promote the role of participants and beneficiaries, so that they can speak up and share about the values and benefits of the policies of social insurance and health insurance; to promote the role of reputable organizations and individuals in the population community to propagate and mobilize people to participate. In particular, it is necessary to help people identify harmful and false information about social insurance and health insurance policies; to proactively report and denounce violations of the law in the field of social insurance and health insurance.

Along with that, VSS will also be proactive, creative and determined to successfully implement the assigned objectives and tasks, especially the successful implementation of the development goals of participants in social insurance and health insurance. To ensure timely settlement and payment of benefits of social insurance and health insurance for beneficiaries; to strengthen specialized inspection and examination according to the provisions of law; to focus on inspection and examination to reduce debts and prevent profiteering and abusive behaviours towards the funds for social insurance, unemployment insurance, and health care covered by health insurance. To promote reform of administrative procedures and electronic transactions; to deploy a multi-media interaction system between people and businesses; to connect and integrate VSS public services with the National Public Service Portal (NPSP), providing 100% of online public services at level 4 on the NPSP and the Industry's Public Service Portal. To improve service quality to meet the satisfaction of people, organizations and businesses. To give proper support and advice, and answer questions about policies for organizations, businesses and people through customer care channels, etc.
