Vietnam Social Security (VSS) aims to have 80 to 90 per cent of people with social and health insurance cards using the VssID social insurance application on mobile platforms.

VSS deputy general director Tran Dinh Lieu urged relevant agencies to encourage people to download the app, especially labourers participating in the social and health insurance scheme, individuals participating in voluntary social insurance and households with health insurance.

He was speaking on March 17 at the VSS meeting on the targets of the VssID app.

Lieu said the VssID app’s launch was a necessary step to promote administrative reform and IT application towards building and perfecting a "social insurance 4.0 ecosystem", and to meet the satisfaction of people and businesses. In particular, it aims to establish communication channels, create conditions for people to participate in social insurance and health insurance and access information, have public services completed easily, quickly, and replace social insurance books and health insurance cards.

The app has initially shown benefits to people through the trial application of health insurance cards in medical check-up and treatment in 10 provinces in the central region. More utilities have been updated with more people knowing about the app, he said.

He said to encourage more people to download the app and register accounts, relevant agencies and local authorities must set out targeted quotas and prepare plans to realise the target.

According to director of VSS’ Customer Service and Support Centre Duong Manh Hung, about 90 per cent of public employees are expected to register accounts and use the app.

It aims to have 80 per cent of social insurance card holders at enterprises and 80 per cent of people joining voluntary social insurance and household health insurance schemes to download the app.

 An overview of the meeting

Delegates at the meeting agreed with the quota and gave feedback on the deadlines and proposed solutions to increase the number of app users.

Inquiries regarding the quota were answered by the Customer Service and Support Centre.

Deputy general director Tran Dinh Lieu asked relevant agencies to finalise the targets and assign the quota to local authorities, making sure the targets are practical to be realised.

The progress of hitting the targets must be reviewed every month, quarter and year with the goal of offering the best services to VssID users, he said.

After three months since launch, the VssID has 620,000 users. More than 543,000 people registered accounts to have online exchange with VSS.

There have been 13,361 sessions of using health insurance cards on the app to go for medical examinations. Among those, healthcare facilities in 10 provinces on the app’s pilot basis recorded 5,974 instances of online card use.

The VSS plans to upgrade utilities, integrate online public services into the app, install notification services and launch a multiple language version./.
