Voters highly appreciate the use of health insurance cards on the VssID application instead of paper cards

On March 15, under the direction of Vice Chairman of the National Assembly Gen. Do Ba Ty, the Standing Committee of the National Assembly gave comments on the results of monitoring the resolution of voters' petitions to the 10th session of the 14th tenure of the National Assembly; reported and summarized opinions and recommendations of voters and people sent to the 11th session of the 14th tenure of the National Assembly.

Voters showed interests and appreciated the innovation and sense of responsibility in the activities of the National Assembly. The management of the session has been creative and flexible with effective activities. The issues that the voters proposed have been absorbed and reflected by the Deputies to the National Assembly when contributing to the building of laws and in questioning activities. A number of issues that directly affect the people's rights were concerned by a large number of voters such as: The investment and construction of a number of highways; the management and use of the health and social insurance fund. In particular, the Standing Committee of the National Assembly has issued several guiding documents for the successful election of the National Assembly deputies and the People's Councils at all levels for the 2021-2026 term, ensuring the selection of qualified delegates that deserve to be the representative of the People.

At the meeting, Head of the Voluntary Committee of National Assembly Duong Thanh Binh said, through 1,050 meetings with voters of the National Assembly deputies, 1,904 recommendations have been synthesized and sent to competent agencies for settlement, and up to now, there have been 1,810 petitions responded to and resolved.

Notably, on issues related to social security, voters highly appreciated Vietnam Social Security, in collaboration with the Ministry of Health, made an agreement to pilot the use of health insurance cards on the VssID - digital social insurance application for people from 10 provinces and cities in the Central region severely affected by the floods and storms in order to create favorable conditions for them to get medical care. Accordingly, the participants of health insurance can use the health insurance card on the digital social insurance application when they go for medical examination instead of the paper card.

At the same time, the Ministry of Labor, Invalids and Social Affairs has advised the Government to promulgate Decree No. 07 regulating multidimensional poverty standards in the period 2021-2025 with many new regulations such as: Regarding the multidimensional poverty line in the period 2022-2025, the income criteria is 1.5 million dong/person/month for rural areas; 2 million dong/person/month for urban areas, 2 times higher than before.

However, Binh said that there are still some limitations in responding to voters' petitions, which include the situation of untimely settling and responding. Until now, 94 proposals (accounting for 5%) sent to the 10th session have not been answered.

Therefore, the agencies of the National Assembly shall further strengthen their oversight of the promulgation of legal documents; supervise newly arising issues directly related to life, production, business, education, etc. as well as pressing and outstanding issues that are concerned by a large number of voters; The delegations of the National Assembly deputies to improve the quality of synthesizing and processing voters' proposals; increase the organization of meetings with voters according to topics, fields, subjects, etc. to get quality comments serving the supervision and policy and law development. The Government shall direct ministries and branches to address the shortcomings mentioned in the report; review and resolutely resolve proposals that are in the resolving process; limit the delay of unresolved petitions until the next session.
