Implementation on student health insurance for the 2020-2021 school year

Recently, Vietnam Social Security (VSS) has issued Official Letter No. 2644/BHXH-BT and Official Letter No. 2633/BHXH-TT instructing the social security agencies of provinces and cities directly under the Central Government (provincial social security agency) to focus on implementing some contents on the organization and implementation of student health insurance for the 2020-2021 school year.

Commented by VSS, over the past time, the provincial social security agency has actively advised the Provincial Party Committee and Provincial People's Committee and actively coordinated with relevant departments and agencies to implement the student health insurance and brought positive results, in which the number of students participating in health insurance increases every year. In the 2019-2020 school year, the rate of students participating in health insurance reached 95.2%, an increase of 1% compared to the 2018-2019 school year, of which many schools had 100% of the students participating in health insurance.

In order for this to continue to be effective and to ensure that 100% of the students participate in health insurance in the 2020-2021 school year, especially in the complicated situation of the COVID-19 epidemic, the VSS shall direct the social security agencies of provinces to implement the contents are as follows:

Firstly, continue to advise the Provincial Party Committee, the Provincial People's Committee and the Steering Committee for the implementation of policies on social insurance and health insurance to promulgate documents guiding the implementation of student health insurance in the 2020-2021 school year in the area in which: Assign the target of participation in student health insurance to each educational institution; include the target of participation in student health insurance as one of the criteria for evaluating the classification of party organizations, as well as evaluating the level of task completion of the unit; promote propaganda and dissemination of policies and laws on student health insurance in educational establishments; etc. striving to achieve 100% of students participating in health insurance by the end of the 2020-2021 school year.

Second, coordinate with the Department of Education and Training: organize preliminary review and evaluation of the results of the implementation of student health insurance, organize the rewarding for the school community and individuals with excellent performance in health insurance; enhance propaganda, dissemination and education of policies and laws on health insurance before the new 2020-2021 school year among staff, teachers, students and parents in various forms.

Third, coordinate with relevant departments and agencies to propose for support from local budgets or mobilize other legitimate sources of funding to support additional health insurance premiums for students in the area, especially students with difficult family circumstances.

Fourth, coordinate with the Department of Health to direct medical examination and treatment facilities in the area to promptly ensure the benefits of medical examination and treatment for all people and for students in accordance with the law.

Fifthly, coordinate with relevant departments, associations and mass organizations, news agencies and newspapers to promote propaganda of the policy on health insurance for students in the 2020-2021 school year.

Official Letter No. 2633/BHXH-TT also clearly states the propaganda contents on student health insurance policy that localities need to focus on implementing such as:

- Propagate the meaning, human values, humanitarianism, and community sharing of the health insurance policy in general and the student health insurance policy in particular. In which, focus on the benefits of students when participating in health insurance.

- Propagating the implementation of health insurance means complying with the law and the responsibility of citizenship of each student.

- Propagandize and commend the collectives and individuals with many achievements in the implementation of policies and laws on student health insurance.

- Propagate the health insurance fund to support schools in providing primary health care for students.

- Propagandize the health insurance fund's payment of the cost of testing and treatment for COVID-19 for people with health insurance cards, including students.

The VSS noted that, based on the actual situation of the COVID-19 epidemic in the locality, the provincial social security agency shall choose appropriate communication methods, ensuring practicality, efficiency and compliance with regulations on prevention and control of the COVID-19 epidemic under the direction of the Prime Minister and localities.

In addition, the VSS also directs media and press agencies in the Industry to strengthen communication of student health insurance policies on the industry's communication channels and web portals; publish news, articles, reports, videos, and infographics about student health insurance on social networks; develop and publish communication publications and coordinate with other units outside the industry to actively propagate about student health insurance, etc.

The new school year of 2020-2021 is about to start. In order to successfully reach the target of 100% of students participating in health insurance nationwide and enable students to fully enjoy the right to health care, in addition to the determination and efforts of the Social Insurance Industry, strong participation and responsibility are of significance among the Party committees, local authorities and related agencies, especially the Education and Training sector./.

VSS
