Vietnam Social Security: To proactively build management plans in line with practical requirements

On the morning of April 16, Vietnam Social Security held a meeting to capture the situation of task implementation and give comments and instructions in the context of social distancing and the COVID-19 epidemic prevention and control.

Ensuring and maintaining smooth system operation

In early 2020, especially during the peak of 15 days of social distancing, the implementation of policies and laws on social insurance and health insurance has been basically smooth. By the end of March, the whole sector had settled 30,036 applications for monthly pensions and social insurance benefits; ensuring pensions and social insurance allowances for about 3.2 million people; 126,949 people were entitled to unemployment insurance benefits; The cumulative number of medical examination and treatment with health insurance since early 2020 has now reached over 40 million.

The cumulative number of people participating in social insurance till the end of March 2020 is about 15.41 million, including: 14,841 million people participating in compulsory social insurance; 533 thousand people participating in voluntary social insurance; 13.06 million people participating in unemployment insurance; 85,054 million people participating in health insurance; reaching an 88.9% coverage of the population. In March, the social insurance and health insurance premiums collected by the whole sector reached 33,940 billion dong; Accumulated since the beginning of the year, the amount reached 87,756 billion dong. The total amount of social insurance debt with interest rate (for 1 month or more) of social insurance of provinces and cities is about VND 20,242 billion. The whole country has issued 15.32 million social insurance books, reaching 99.45% of the total number of participants of social insurance, and 85 million health insurance cards. Up to March 31st, the whole sector has basically completed the task of reviewing and handing over social insurance books to employees, etc.

In particular, Vietnam Social Security cooperates with the concerned ministries and branches to promptly issue documents guiding the settlement of social insurance regimes for employees who must follow isolation measures to prevent COVID-19; guiding on the COVID-19 epidemic prevention funding estimates; guiding the temporary suspension of contribution to the retirement and survivorship fund for units, organizations and enterprises in industries and fields affected by COVID-19 epidemic; guidance on the use of primary healthcare funding for the purchase of anti-epidemic disinfectants; receiving and resolving administrative procedures in the peak phase of COVID-19 prevention and control.

In the context of the COVID-19 epidemic, at the request of the Government on social distancing, Vietnam Social Security also directed the provision of outpatient medicines for cases of chronic diseases that need long-term treatment; directed home payment of gross pension in April and May, thereby contributing to ensuring social security in the context of the unpredictable epidemic situation, etc.

Creating a solid foundation to ensure social security due to the epidemic impact

At the meeting, leaders of units: Contribution Collection Dept, Social Insurance Implementation Dept, Health Insurance Implementation Dept, IT Center, Finance - Planning Dept, etc. reported the results of the assigned tasks of the unit; at the same time, analyze and clarify the situation of organization of task performance in the context of the COVID-19 epidemic. In particular, the Deputy General Directors gave detailed guidance on the important tasks related to the collection work, object development, policy settlement for people and employees, etc.

On that basis, the heads of Vietnam Social Security have thoroughly continued to ensure the benefits of social insurance and health insurance for people and employees, creating a solid foundation to ensure social security due to the impact of the disease. Accordingly, as the epidemic situation can remain complicated and unpredictable, if the direction of the Government is kept abreast, Vietnam Social Security will promptly establish directions on the tasks in accordance with practical requirements, both ensuring social insurance and health insurance benefits for people and ensuring health protection in accordance with the principle of the COVID-19 prevention and control.

According to Deputy General Director Dao Viet Anh, on the basis of the actual situation in the past 3 months, specialized units shall urgently report the impact assessment of the COVID-19 epidemic in each field in terms of revenues, expenditures, settlement of regimes, etc.; As a result, propose solutions and measures to minimize the impact as much as possible. In addition, plans and tasks annually developed shall need to be adjusted in accordance with practical requirements, applying flexible methods according to the requirements for prevention and control of the epidemic by the Government and Prime Minister.

“The Government has been requiring ministries and branches to formulate an operating plan at this time. Therefore, the units also need to quickly develop a local operating plan based on three risk levels that the Prime Minister has identified; at the same time, it is necessary to report in detail the impact on the revenue and expenditure work, thereby making appropriate adjustments."- Deputy General Director Dao Viet Anh emphasized.

Deputy General Director Dao Viet Anh also suggested that the heads of units and directors of social security agencies of provinces and cities should raise the sense of responsibility in performing the tasks; manage, administer and assign tasks appropriately in accordance with the actual situation and the epidemic prevention requirements in localities and units, strictly ensuring the benefits of social insurance and health insurance for people and employees in the area.
