Speeding up level-4 online services application for social insurance sector

The Prime Minister has signed Decision No 1939/QĐ-TTg, approving a master plan on promoting the implementation of level-4 online public services for the insurance sector and other public services on the basis of connecting and sharing data between Vietnam Social Security and related sectors.

The plan has a common goal of building and implementing measures to speed up the implementation of level-4 online public services; and completing and expanding the national database on insurance to ensure that data is collected, identified and administered fully and exactly in order to connect and share the database with other related sectors’ databases, as well as the national database.

The special target of the plan is to speed up e-payment (particularly payment methods the majority of the population can use) and conditions ensuring the supply of level-4 online public services. It targets to have at least 70 per cent of online services of the insurance sector to be provided at level 4 by the end of 2020, and the figure is expected to reach 85 per cent by 2021, and 50 per cent of people in urban areas receiving retirement allowance and social security benefits and other services via non-cash payment methods. It also targets to provide individuals and organisations with online transactions for services relating to social and health insurance and unemployment insurance.

The plan also aims to fulfil targets and criteria under the jurisdiction of Vietnam Social Security, which are set by Resolution No 02/2019/NQ-CP of the Government on improving the business environment and national competitiveness; reviewing and reducing overlapping and complicated procedures; and simplifying administrative procedures to make them easy to understand, accessible and feasible, creating better conditions for individuals and organisations. It targets to cut 25 per cent of administrative procedures in social insurance policies by the end of 2020; and 25 per cent of administrative procedures in social insurance payments.

It targets to complete a legal basis in building, updating, maintaining and using the national database in insurance to serve the insurance and healthcare sectors, the labour, invalids and social affairs sector and other related fields to ensure synchronicity with the databases of other sectors, contributing to a foundation for the development of e-Government.

The plan targets to build an online social security database this year, along with a national insurance database (including data on health insurance and healthcare), thus allowing the connection and sharing of information with databases of ministries, sectors, localities and related agencies, helping the reform and streamlining of administrative procedures./.
