Encouraging people to receive their pension and social security allowance through cashless payment methods is one solution to improve the business climate and enhance national competitiveness in 2020.

Prime Minister Nguyen Xuan Phuc recently approved Resolution No 02-NQ / TW dated January 01, 2020 to step up this effort.

The PM ordered ministries, sectors and localities to consistently and effectively implement tasks and solutions mentioned in the resolution in order to create a drastic change in the business climate, promote competitiveness and labor productivity of Viet Nam in global rankings.

The Government asked ministers and heads of ministerial-level agencies to apply at least 30 per cent of online public services at level 4, allow people and businesses to use cashless payment methods and integrate into the National Public Service Portal.

The PM also asked administrative procedures to be handled through public postal services.

Ministries and agencies have been requested to issue guidelines, standards and roadmaps to standardise the data of pension recipients and those who enjoy social insurance and social security benefits. The data will be connected to credit institutions and intermediary payment agencies to pay pensions and premiums through banks.

The resolution sets the target of having 50 per cent of the recipients in urban areas using cashless payment methods. By 2020, the targeted percentage is 30 per cent in urban areas.

About 50 per cent of hospitals in cities strive to accept hospital fees through bank accounts, according to the PM.

He also ordered the completion of a legal framework to develop the innovation eco-system, support and encourage enterprises to start innovative businesses./.
