Strengthening control and effective use of the fund of medical examination and treatment with health insurance

Nghe An Department of Health has just issued Official Letter No. 2406 / SYT-NVY on strengthening control of cost and economical and efficient use of funding for medical examination and treatment with health insurance assigned in 2019 to the directors of medical facilities in the locality.

Accordingly, the Director of the Department of Health of Nghe An Province asked the Director of the medical facilities to identify the management of medical services and health insurance as a key activity with many different management methods aiming at the goal of not exceeding the assigned funding source. The director of a unit or a member of the Board of Directors must master, directly command and operate the management of medical examination and treatment with health insurance, and assign specific assignment and delegation to each division. The data transferred to the VSS Assessment portal is an important data source to provide regular information for the management of medical facilities with health insurance.

The Department of Health requires medical facilities to regularly propagate in order to transform the awareness of staff in the unit, so that each staff member can improve their sense of responsibility in using the funds. Establishments need to strengthen monitoring adherence to treatment regimens in all clinical departments, supervise the appointment of laboratory tests, prescribe outpatient drugs, and appropriate inpatient treatment; direct the Drug and Treatment Council and the Scientific and Technical Council to review the list and categories of drugs and medical supplies while ensuring quality of treatment but saving costs; actively review, evaluate and analyze the situation of using funding sources of medical examination and treatment with health insurance, identify the causes and overcome subjective errors, resulting in an increase in the source of expenses allocated for medical examination and treatment with health insurance over the same period such as: Appointment of patients re-examination by a referral (one time) when not exceeding the expertise of the lower level or not meeting the professional requirements for diseases that do not need an appointment for re-examination; admit patients to overkill treatment; status prolonging inpatient treatment; The hospital has not yet implemented measures to reduce hospital load such as transferring patients to lower levels after stable treatment, technical transfer, direction and so on.

The Department of Health also requires units that have been directly worked by the Inter-Agency of provincial health sector and social insurance agency to promptly rectify and overcome subjective causes that increase the cost of medical examination and treatment with health insurance at the unit. In September 2019, the Inter-Agency continued to work with the remaining units and asked the Heads of units to organize their own review of subjective causes of the increase in medical examination and treatment costs (if any) to promptly rectify and ensure the implementation of the assigned funding in 2019./.
