Technology for social security: global trends and vision

After the opening ceremony, delegates at the 36th ASEAN Social Security Association (ASSA) Board Meeting attended a plenary session themed “Information Technology and Communication: Innovations in Social Security Services”. During the discussion, a representative from the International Social Security Association (ISSA), Raul Ruggia-Frick made a presentation themed “Technology for social security: Global trends and vision”.

Commenting on the current trend of technology in social security, Raul Ruggia-Frick said social security organisations are applying emerging technologies, mainly for big data analysis, Artificial Intelligence (AI) and Blockchain to address difficulties and find new social security solutions through information technology (innovation) solutions.

Emerging technologies strategically support transformations that help improve customer service through personal interaction at Web Portal, through smart assistants, connections to other partners; at the same time, improve organisational capacity to apply technologies for the transformations, Raul Ruggia-Frick told participants at the ASSA 36 which is taking place in Brunei on September 17 and 18.

Analysing difficulties and risks of applying new technologies in social security systems of countries, Raul Ruggia-Frick emphasised the complexity and costs of new technology application and changes in management process.

He also highlighted that the insurance of necessary data quality for effective analysis and AI application or compliance with data protection regulations in Big Data applications are challenges. In addition, there are economic and reputation risks made by failures.

However, along with the risks, the efficiency of these new technologies is not small. The use of a common system will meet service needs of each group of customers; improve data management and data availability; develop e-government by connecting organisations, interacting; and develop innovation culture in social security, he said.

According to Raul Ruggia-Frick, technology is a key decisive factor for service and governance improvement. Social security organisations therefore need to develop the capacity to apply emerging technologies to improve customer service, governance and preventive capabilities. In addition, the organisations need to take advantage of organisational data and external data, data-based social security. Other emerging information technologies related to social security will relate to biometrics, internet of things, etc, Raul Ruggia-Frick said.

In the morning session, two speakers - Chandana Athauda from Dynamik Technologies and Tan Soo Eng from Silverlake Sistem Sdn Bhd presented about big data exploitation for social benefits and prediction on social security in the era of awareness./.
