The Government set targets for expanding social insurance coverage until 2030

The government has recently issued Resolution no. 403/NQ-CP on December 10, 2025, assigning targets for expanding social insurance (SI) coverage to provinces and centrally-run cities by 2030.

Resolving obstacles in the implementation of social insurance policies
To meet this target, the Government has tasked the Ministry of Home Affairs with leading a review, in coordination with the Ministry of Finance and relevant ministries and agencies, to review the challenges, obstacles, and inconsistencies in the implementation of mechanisms and policies for expanding SI coverage. The aim is to further study and propose improvements to SI policies and laws, to broaden mandatory SI coverage, encourage and support voluntary participation, ensuring feasibility and relevance to real-world conditions.
It also includes strengthening guidance and implementing comprehensive solutions to innovate the content, form, and methods of communication, targeting all officials, party members, and people to clearly understand the benefits, roles, and significance of SI regimes and policies.
Simultaneously, the Ministry of Home Affairs is responsible for promptly guiding and resolving problems in the process of organizing the implementation of SI policies and laws, reporting to competent authorities if issues exceed its jurisdiction. The Ministry will also lead and coordinate with ministries, sectors, and localities to conduct a preliminary review of the implementation of this Resolution before July 31, 2028, and a final review before January 31, 2031.
Facilitate the most convenient process for workers to carry out SI procedures.
The Ministry of Finance shall allocate adequate and timely budget to pay for SI and support contributions for voluntary SI participants in accordance with regulations.
The Ministry of Finance requests VSS to proactively and actively organize the effective implementation of SI regimes and policies, and to be responsible to the Ministry of Finance and the Ministry of Home Affairs for expanding the participation in SI; proactively advise and propose to ministries and sectors solutions, mechanisms, and policies to expand SI coverage, and coordinate with relevant agencies and organizations in implementation.
The Ministry of Finance also directs VSS to promote communication activities, innovating forms and content of communication in various formats so that Party committees, authorities, agencies, organizations, unions, people, and businesses fully grasp the meaning and importance of SI and the obligations of each individual and organization in participating in SI.
Keep reforming administrative procedures, strengthen the application of science, technology, and digital transformation to create the most favorable conditions for employees and employers to carry out SI procedures.
Inspecting the compliance with the law on SI at offices, units, and organizations using labor, and promptly handle violations in accordance with the law; direct, inspect, and urge social security offices in provinces and centrally-run cities to organize the implementation of solutions to develop the number of SI participants.
Strictly address the issue of mandatory SI contribution delay and evasion.
Annually, the People's Committees of provinces and centrally-run cities shall develop targets for increasing the number of participants in mandatory SI and voluntary SI in the socio-economic development plan submitted to the People's Council of the same level for consideration and promulgation; ensuring that by 2030, the number of SI participants is not lower than the assigned target. The Chairpersons of the People's Committees of provinces and centrally-run cities are responsible for directing, implementing and taking responsibility against the Government, the Prime Minister, and the People's Council of the same level for the completion of targets for developing SI participants in the area.
The People's Committees of provinces and centrally-run cities shall direct relevant departments, agencies, and sectors to develop plans and implement solutions to achieve the assigned targets. They shall regularly coordinate, exchange, and provide information on population, labor, salaries, taxes, and business registration in the area to review, compare, and resolutely handle the situation of late payment and evasion of mandatory SI contributions
Based on socio-economic conditions, budget balancing capacity, and in combination with mobilizing social resources, submitting decision on additional support for SI contributions for voluntary SI participants to the People's Council of the same level.
In addition, strengthen communication, dissemination of policies and laws, inspection, examination, and handling of violations of the law on SI in the area. The task of increasing the number of SI participants by 2030 will be assigned to the People's Committees of communes.
The People's Committees of provinces and centrally-run cities shall establish, consolidate, and promote the role of the Steering Committee for the implementation of policies on SI, health insurance, and unemployment insurance at each provincial and communal level; with the Chairperson of the People's Committee at the provincial and communal level serving as the Head of the Committee.
The government is urging the Vietnam Fatherland Front and socio-political organizations to collaborate with local authorities to intensify outreach and encourage public participation in SI. The call includes mobilizing resources to support members in participating in SI and leveraging their oversight and advocacy roles concerning the implementation of SI policies and laws.
