IT Application to enhance SI and HI contribution collection and coverage development

As Vietnam actively promotes national digital transformation, the IT application in social insurance (SI), health insurance (HI) collection contribution and coverage development becomes one of the key pillars. It helps improve efficient, transparent management and creates favorable condition for people.
The bridge between VSS and its participants
VssID app -Digital social insurance is an outstanding achievement, serving as a direct bridge between Vietnam Social Security (VSS) and its participants on a mobile platform. With this app, people easily access and manage their information, including SI number, contribution periods, HI examination and treatment history, card validity, and received benefits. Participants can use HI cards on VssID in stead of paper cards, reducing paperwork and enhancing convenience.

VssID also fully integrates online public services on SI, HI. Instead of coming to social security offices, people can implement most procedures on mobile phones such as voluntary SI registration, household HI renewal, requests for reissuing SI books/ HI cards, adjustment of personal information or submission of benefit claims.
Once submitted via the application, dossiers are automatically classified and forwarded to specialized departments. This reduces paperwork and relieves pressure on one-stop shops. Citizens can track the real-time processing status, ensuring transparency while saving both time and costs.
Additionally, the expansion of online public services through the National Public Service Portal allows individuals and businesses to access and complete SI, HI procedures anytime, anywhere. Dossiers are submitted, processes and results are received entirely in the digital environment, minimizing reliance on paper. Participants check progress, receive reminders to provide additional documents or receive results directly on their phones, helping reduce waiting time and promptly address potential errors.
In practice, the development of digital infrastructure and diverse service delivery channels has contributed to expanding social security coverage, encouraging previously hard-to-reach groups, such as informal workers, farmers, and sole traders, to participate in social and health insurance. Technology not only transforms service delivery but also shift public perception—from passive to proactive recipients and supervisors of their own entitlement.
Connecting Data – Enhancing Collection Management and Protecting Participants’ Rights
In parallel with improving customer service applications, VSS has accelerated data connectivity and reconciliation among State agencies to enhance management efficiency and prevent risks in contribution collection and benefit payments. Linking VSS database with the national population database, tax, banking systems and medical examination and treatment facilities ensures real-time, synchronized and accurate data for each worker and employer. In the first six months of 2025, more than 48.4 million turns of successful lookups of SI records were integrated into the VNeID app, showing rapid progress in building a national social security database.
Digital data has also empowered participants to protect their own rights. Through VssID, workers can immediately report late or unpaid contribution by their employers to obtain timely support from VSS.
IT application has also brought remarkable changes to HI examination and treatment payments. Records are digitized and transmitted directly from medical examination and treatment facilities to VSS, shortening verification and payment time. This not only reduces administrative procedures but also strengthens monitoring and enables early detects of abuse or fraud. With real-time updates, cross-checking between the Ministry of Health and VSS has become more accurate and transparent, contributing to cost control in HI examination and treatment.
The advancements not only strengthen state management efficiency but also enhance trust among citizens and businesses in social security policies and lay a foundation for a modern and sustainable social security system. Digital transformation in social and health insurance, however, requires continued attention to personal data security, citizens’ digital literacy, and compliance with electronic transactions among employers.
In the context of inevitable digital transformation, VSS affirms that information technology is not merely a technical tool, but a “launchpad” to achieve universal health insurance, expand social insurance participation and ensure a sustainable welfare system.
