The move follows the Prime Minister’s Directive No. 36/CT-TTg dated December 31, 2025, outlining measures to ensure that the Tết is celebrated in a joyful, healthy, safe and economical manner.
Under the Directive, Vietnam Social Security is tasked with ensuring the timely and adequate settlement and payment of all social insurance, health insurance and unemployment insurance entitlements.
The Prime Minister also assigned the Ministry of Finance to take the lead, in coordination with ministries, sectors and local authorities, in promptly releasing national reserve supplies to the correct beneficiaries, safeguarding social welfare, particularly in areas affected by natural disasters and floods, to ensure that no one goes hungry during the Lunar New Year and the lean season.
The Ministry of Health was instructed to coordinate with relevant agencies and localities to ensure effective patient admission and treatment, with 24/7 medical staffing in place.
He stressed the need for proactive plans on personnel, medicines, equipment, supplies and medical materials to guarantee uninterrupted medical examination, emergency response, treatment and patient care over the holiday period.
Particular attention is to be paid to traffic accident emergencies, fires and explosions, injuries and food poisoning, as well as preparedness at tourist sites, entertainment venues and large-scale events during the Tet holiday and the early-year festival season.
The Ministry of Home Affairs was tasked with accelerating digital transformation to ensure smooth handling of administrative procedures during the Tết holiday.
All essential online public services must operate stably without interruption, with round-the-clock technical support in place for procedures related to residence registration, civil status, healthcare, labour and employment, social assistance, and production and business activities serving Tết demand.
The Ministry of Home Affairs and other ministries and local authorities must ensure timely and full implementation of policies for people with meritorious service to the revolution and social protection beneficiaries during the Lunar New Year.
Cashless payment of social welfare allowances should be expanded for eligible recipients with bank accounts, ensuring payments are accurate, swift and convenient.
For provincial and municipal People’s Committees, the Prime Minister said that decisions on organising New Year fireworks displays should be made based on local conditions and capacity, fostering a spirit of unity and festive cheer among the public while ensuring safety and thrift.
Local authorities were also urged to closely monitor the payment of wages and bonuses by enterprises, particularly for workers who have lost their jobs or are facing temporary underemployment, in order to provide timely support where needed.
In addition, he reiterated strict requirements against organising visits or Tết greetings to superiors or leaders at any level; against central delegations visiting and extending Tết greetings to provincial and municipal party committees and administrations; and against the use of public funds in any form to give Tết gifts to leaders.
The use of State budgets, vehicles and public assets for festival or entertainment activities in violation of regulations is strictly prohibited. VSS
