This payment method aligns with the Government's policy of reducing intermediaries and simplifying administrative procedures, as stipulated in Resolution No. 131/NQ-CP dated October 6th, 2022, on promoting administrative reforms and modernizing governance methods to better serve citizens and enterprises. It also responds to the objectives of digital transformation in the payment of social security benefits and beneficiary management.

Recognizing service delivery to beneficiaries as one of the top priorities, under the close direction of the Government, the Prime Minister, and the Ministry of Finance, the Vietnam Social Security (VSS) system has proactively mobilized all resources to continuously reform administrative procedures and eliminate intermediaries.

It has also developed a roadmap to expand the direct transfer of monthly pensions and social insurance allowances via personal bank accounts, in accordance with the current IT infrastructure and the coordination capacity of partner banks. These efforts aim to ensure the timely payment to beneficiaries.

To date, this payment method has been implemented across 63 provinces and cities.

In the April 2025 payment period, 79.8% of monthly pensioners and social insurance beneficiaries nationwide are receiving their payments via their personal bank accounts.
