Accordingly, reffer to function and mission, Vietnam Social Security that is specific unit under MOH has function on organizing implementation of benefits, policies on social insurance, health insurance; collection implementation, unemployment premiums payment; management and use of state financial funds outside the budget: social insurance, unemployment insurance, and health insurance; specialized inspection of social insurance, unemployment insurance, and health insurance contributions in accordance with the law. Participating with competent state agencies in formulating, supplementing, and improving policies and laws on social insurance, health insurance, and unemployment insurance.

The above Departments from a to m is professional units that assist the General Director of Vietnam Social Security; The organizations specified from points (l) to (m) above are public non-business units under its management. The organizations specified from points (k) to (o) above have legal status, their own seals, and separate accounts as prescribed by law.

The Social Insurance Policy Implementation Department and the Internal Audit Department each have four divisions. The Health Insurance Policy Implementation Department, the Personnel Organization Department, and the VSS’ Inspectorate each has five divisions.

The Collection and Participation Expansion Management Department and the Communication and Participant Support Department each have six divisions. The Finance - Accounting Department and the Vietnam Social Security Office each have seven divisions; The Archival Center has three sections. The Electronic Social Insurance and  Health Insurance Payment Control Center has five sections. The Information Technology and Digital Transformation Center has six sectors.

The regional Social Security offices under VSS are organized into 35 regions

The regional social security office has legal personality, its own seal, and a separate account in accordance with the law. The regional social insurance agency is organized with an average of no more than 10 advisory departments. 

3.District, county, town, and provincial city social insurance offices, as well as inter-district social security offices (collectively referred to as district-level social security offices), are under the regional Social Security office.

District-level social security offices have legal status, their own seals, and separate accounts as prescribed by law. The total number of district-level social security offices shall not exceed 350 units. district-level social security offices do not have internal organizational structures.

4.Vietnam Social Security’s General Director is responsible for:
a) Submitting to the Minister of Finance regulations on the functions, tasks, powers, and organizational structure of regional Social Security offices and public service units under Vietnam Social Security;
b) Regulating the functions, tasks, powers, and organizational structure of the departments, inspection bodies, and offices under Vietnam Social Security.

Decision No.391/QĐ-BTC takes effect from March 1st 2025.
