Hanoi Social Security office exceeds 2024 target, contributing to the capital’s social welfare

In 2024, Hanoi Social Security office made great efforts to implement comprehensive solutions, achieving and exceeding the assigned targets. This has played a crucial role in ensuring social welfare and promoting the socio-economic development of the capital.

Outstanding Achievement in key targets
Hanoi City Social Security Office has closely coordinated with the City Party Committee, the People's Committee, and relevant departments, districts, and towns in implementing social and health insurance policies. In 2024, the City People's Council issued two resolutions, and the City People's Committee issued 19 directives, providing an important legal basis for task implementation.
Health insurance coverage reached 95.25% of the population, with 8,169,748 people participating, an increase of 227,554 people (2.9%) compared to 2023, exceeding the target set by the City People's Council and the City People's Committee by 0.8%. The number of unemployment insurance participants was 2,100,671, an increase of 110,444 people (5.55%) compared to 2023, accounting for 44.9% of the working-age labor force and surpassing the assigned target by 4.9%.
Hanoi Social Security office exceeded the revenue target assigned by Vietnam Social Security, with total revenue from social insurance, health insurance, and unemployment insurance reaching VND 70,577.2 billion, an increase of VND 9,122.1 billion (14.8%) compared to 2023, achieving 105% of the 2024 target. The rate of late payment subject to interest was 2.08%, down 0.26% from 2023.
In 2024, Hanoi city Social Security office processed social and unemployment insurance benefits for 638,982 cases, with total payment exceeding VND 9,221 billion. Among them, 40,323 people received lump-sum social insurance benefits, a decrease of 1,531 people (3.66%) compared to 2023. Regarding pension and monthly social insurance benefits payment, 596,000 beneficiaries received a total of VND 45,131 billion, with 99.04% of payments made via personal bank accounts. For health insurance-covered medical payment, a total of VND 25,376.395 billion was paid, including VND 6,776.878 billion for outpatient treatment and VND 18,599.517 billion for inpatient treatment.
Hanoi Social Security Office conducted 5,041 inspections and audits, promptly detecting and addressing violations. A total of VND 500 billion was recovered from late social, health and unemployment insurance premiums payment for 704 workers, amounting to VND 16.2 billion. Additionally, VND 871.8 million was repaid because of improper benefit payments under regulation.
Hanoi Social Security office continues to lead in administrative procedure reform, IT application, and digital transformation. Across the city, more than 4.18 million people have registered for electronic transactions and use the VssID – Digital Social Insurance application. Throughout the year, over 14 million online applications were processed, helping save time and costs for individuals and businesses.
Especially, the implementation of the Government’s Project 06 has been effectively carried out by Hanoi city Social security office, with 156,589 cases of integrated birth registration and health insurance card issuance for children under six years old, as well as over 1,082 cases of funeral allowance processing through the system.
The communication of social and health insurance policies and regulations remains a priority. Hanoi Social Security office has collaborated with relevant departments, district and town People's Committees, political and social organizations to organize 589 communication events, seminars, consultations, and direct dialogues to address challenges faced by businesses and workers. These events were held across 30 districts and towns, attracting 38,636 participants. Additionally, 1,054 small-group or one-on-one communication sessions were conducted, engaging 37,307 participants.
The Hanoi city Social security office’s online portal has updated, published, and provided accurate, comprehensive, and timely information through 1,142 news articles, videos, and infographics, while also publicly listing units and businesses with overdue social insurance contributions; communication materials have been posted and shared on the office’s Fanpage, Zalo OA, and YouTube, as well as by its officials and staff, with over 34,000 interactions; the number of broadcasts through local radio stations exceeded 128,000 times.

11 key solutions to enhance the implementation of social and health insurance policies
Stepping into 2025, Hanoi City Social Security Office continues to affirm its pioneering role in implementing social security policies, aiming for sustainable development and improving the quality of life for the capital's residents. To achieve these goals, the office has outlined 11 key solutions, including:
(1) Proactive Coordination and Close Adherence to Directives: Closely follow the directives of Vietnam Social Security, the Hanoi Party Committee, the City People’s Council, and the City People’s Committee, while coordinating closely with departments, agencies, and district- and town-level People’s Committees. These directives will be translated into clear objectives, solutions, and task assignments to ensure the achievement of assigned targets.
(2) Expanding social and health insurance coverage: Implement comprehensive solutions to increase social insurance and health insurance participation. Data review and communication plans are strengthened, and voluntary social insurance and household-based health insurance enrollment are promoted. Hanoi City Social Security Office works with relevant agencies and organizations to allocate funding and encourage benefactors to support vulnerable groups in joining the social and health insurance system.
(3) Effective management of health insurance medical expenses: Closely monitor and control the health insurance medical care fund, with early warnings for irregularities in medical visit frequency, inpatient admissions, diagnostic tests, medications, and medical supplies. Payment for non-compliant medical expenses is denied and the measures to prevent fund misuse and abuse are strengthened.
(4) Ensuring the rights of social insurance and health insurance participants: Process and disburse social insurance, unemployment insurance, and health insurance benefits in a timely manner; Leverage information technology to enhance oversight, detect fraud, and prevent fund exploitation, ensuring efficiency and transparency.
(5) Safe and Accurate Payment of Social Insurance Benefits and Pensions: Ensure the timely, safe, accurate, and efficient payment of pensions and monthly social insurance benefits to beneficiaries.
(6) Innovating Communication Methods: Diversify communication content and formats to suit different localities; Focus on modern media platforms and collaborate with educational institutions to promote health insurance policies for students; and Strengthen outreach efforts to encourage participation in voluntary social insurance and household-based health insurance.
(7) Administrative Reform and Digital Transformation: Achieve 100% electronic transactions and provide level 4 online public services across all areas of social insurance and health insurance; Promptly address feedback on the National Public Service Portal while continuing the implementation of Project 06 of the Government.
(8) Strengthening Anti-Corruption and Waste Prevention: Implement strict cost-saving measures, prevent wastefulness, and rigorously handle violations; Ensure proper citizen reception and complaint resolution in accordance with regulations.
(9) Enhancing Inspections and Audits: Conduct both routine and ad-hoc inspections to promptly detect and address violations related to social, unemployment and health insurance; Monitor and urge organizations to comply strictly with audit conclusions and recommendations.
(10) Strict Compliance with Operational Procedures: Adhere rigorously to internal regulations, inspection conclusions, and leadership directives from the Hanoi City Social Security Office; Promptly report any emerging challenges or obstacles.
(11) Strengthening Discipline and Enhancing Staff Responsibility: Uphold civil service discipline, promote a professional and scientific working culture, and ensure high standards of workplace communication; Evaluate staff performance based on work results and enhance training programs to improve competencies and meet assigned responsibilities effectively.
