VSS ranks third in Citizen and Business Service Index

Viet Nam Social Security (VSS) has secured third place among ministries and sectors in its service index for citizens and businesses in 2024. This ranking, recently announced by the National Public Service Portal, reflects the organisation’s performance in implementing administrative procedures and delivering public services.

According to the index, the VSS scored 80.37 points.

This reflects the efforts of the entire social security system in implementing social and health insurance policies with the aim of achieving high satisfaction among citizens and businesses.

Recently, with the guiding principle "citizen satisfaction as the measure of service quality", the VSS has made determined, coordinated and effective efforts to implement its tasks across all areas.

The system has made significant use of information technology and digital transformation to reform administrative procedures, striving to achieve the highest possible goals.

The sector has achieved remarkable results in implementing key administrative procedure reforms this year and in carrying out tasks related to improving the quality of administrative procedure resolution, serving citizens and businesses according to the criteria outlined in the quality evaluation index under Decision No 766/QD-TTg by the Prime Minister.

First, all of the industry’s business processes are now linked electronically and all administrative procedure results are fully digitised.

The processes are regularly reviewed and thoroughly restructured to simplify documentation requirements and reduce the time needed to resolve administrative procedures, following the principle that individuals or organisations should not be asked to provide information already managed by the VSS.

As of this year, the VSS has reduced the number of administrative procedures from 115 to 25, representing a 78 per cent reduction.

The entire industry has centralised data to ensure regular updates and information sharing, meeting work requirements.

The VSS now operates nearly 30 IT systems to manage business processes, with all civil servants, public employees and workers equipped with digital signatures, regularly accessing and using them for all electronic operations.

Second, eligible public services are now fully available online.

A total of 66 out of 70 services have been integrated into the National Public Service Portal, representing a 94.3 per cent integration rate, exceeding the target by 14.3 per cent, as stipulated by Directive No 04/CT-TTg dated February 11, 2024 by the Prime Minister.

Public administrative procedures are being made transparent in ways suited to the public’s level of understanding.

Information on workers' social insurance participation and benefits is provided in real-time via the VssID application, allowing citizens to easily access and track their information.

As a result, people can now interact with the VSS 24/7, making it faster and more convenient.

Third, the VSS has completed the data integration of participants and beneficiaries of social security benefits, linking this with the national population database for identity verification in the processing of applications and service delivery.

The Viet Nam Social Security always strives to implement social and health insurance policies, reform administrative procedures and provide public services towards the satisfaction of people and businesses.

The VSS’s data is generated through registration and administrative procedures related to information management, contributions, and benefits, ensuring accuracy and completeness.

So far, the system has verified more than 89.5 million people participating in or receiving social, health and unemployment benefits, representing 98.9 per cent of the total number of participants (excluding military personnel and their families).

However, 1.1% (approximately one million people) still lack personal identification numbers or have not been verified with the national population database.

The VSS is actively collaborating with the Ministry of Public Security to gather, update and verify information for the cases.

Recently, the VSS sent task forces to local areas and even reached village level to address issues directly and offer guidance.

Fourth, the VSS has intensified efforts to encourage the public to register for electronic transaction accounts to access online public services and promote cashless payments.

Currently, the VSS serves over 620,000 organisations, businesses and employers conducting electronic transactions via public service portals.

Additionally, more than 37 million citizens have registered for electronic transaction accounts for social insurance.

The VSS has integrated the national electronic identification account (VNeID) so that citizens with a level-2 VNeID account can use the VssID application and the Viet Nam Social Security’s service portal to access online services.

Currently, around 13,000 healthcare facilities are directly linked to the VSS to process health insurance claims for approximately 180 million health insurance visits this year.

To date, the VSS has successfully paid benefits to all individuals receiving sickness, maternity, recovery and unemployment benefits through bank accounts.

In urban areas, by the end of this year, approximately 80 per cent of beneficiaries are expected to receive benefits through personal accounts, surpassing the target set by the Prime Minister in Decision No 1813/QĐ-TTg.

Fifth, all health facilities now use VssID, VNeID and chip-enabled citizen identification cards for health insurance services.

Never has it been easier for citizens to access healthcare with patients simply needing their chip-enabled ID card or VNeID to register for treatment, simplifying procedures and saving time for both patients and healthcare staff.

The VSS also saves on the costs of printing and issuing health insurance cards.

With biometric technology on the chip-enabled ID or the health insurance card image on VNeID or VssID, it takes just 10-15 seconds to complete the registration process.

Sixth, the VSS has fully implemented security and safety measures for its information systems in accordance with guidelines from the Ministry of Information and Communications and the Ministry of Public Security.

The efforts focus on early and proactive prevention.

In the near future, the agency plans to continue reviewing and standardising forms and processes, restructuring procedures for online services, ensuring they remain user-centric.

The sector also prioritises developing, integrating and offering comprehensive online services that meet the needs of citizens and businesses, in line with government goals.

Efforts will be made to continue to enhance digital transformation, improve infrastructure, and build sector-specific databases for social, health and unemployment benefits, particularly the national insurance database.

Furthermore, the integration and sharing of data across ministries and agencies will be expanded, and the VSSID app will be upgraded with new features to better serve users.

Additionally, the agency will explore advanced technological solutions, such as big data analysis and artificial intelligence, to improve industry management and deliver better services to citizens and businesses./.
