Administrative reform tasks be stepped up

The Ministry of Public Security on December 18 held a virtual conference on the implementation of key administrative reform tasks and application of indicators to assess the service quality provided to citizens and businesses.

The meeting, connected with local public security offices, was chaired by Lieutenant General Nguyen Van Long, Deputy Minister of Public Security and Deputy Head of the Prime Minister's working group on administrative procedure reform.

It was reported that the Ministry of Public Security has made available 357 administrative procedures under its jurisdiction on the National Database on Administrative Procedures, the National Public Service Portal and the ministry’s Public Service Portal. This move has facilitated citizens’ searches.

The Vietnam Social Security (VSS) has decentralised administrative procedure settlement at provincial and district social security levels.

The VSS has made available all administrative procedures on the National Database on Administrative Procedures, the VSS Information Portal and the information portals of provincial social security offices.

The administrative procedures are also posted at the headquarters of provincial and district-level social security offices, provincial public administration service centres and the units receiving documents and returning administrative results.

Local people's committees have taken an active role in publishing administrative procedures.

The People's Committee of Bac Kan Province has issued 98 decisions to publish administrative procedures, publicised them on the National Database on Administrative Procedures and synchronised data with the Bac Kan Provincial Public Service Portal.

The People's Committee of Hung Yen Province has issued 84 decisions to publish the list of administrative procedures under its jurisdiction and promptly publicised them in appropriate forms in accordance with regulations.

Meanwhile, ninety decisions to publish administrative procedures have been issued by the People's Committee of Cao Bang Province.

Lang Son Provincial People's Committee has announced 781 newly issued, amended, supplemented and abolished administrative procedures. It has updated and published 661 out of 661 administrative procedures on the National Database on Administrative Procedures, and posted them on the Provincial Electronic Information Portal.

The conference updated the rankings regarding the set of indicators for direction, administration and assessment of the quality of services provided to citizens and enterprises in the electronic environment as stated in the Prime Minister’s Decision 766/QD-TTg dated June 23, 2022.

According to the Department of Administrative Procedure Management under the Government Office, as of October 2024, the VSS was rated second with 79.45 points, up 14.7 points from the previous month.

With 87.69 points, Hung Yen Province came in fifth place out of 63 locales, an increase of 10.85 points over the previous month.

With 82.58 points, Bac Kan Province moved up 13.09 points to 22nd place out of 63 places.

Cao Bang and Lang Son provinces ranked 35th and 44th, respectively.

In order to support the national digital transformation, the VSS and the four provinces of Hung Yen, Cao Bang, Bac Kan, and Lang Son have been given 197 duties pertaining to Project 06, which is the creation of population data, identity, and electronic authentication.

Of those, 39 have been finished, while 73 are being carried out on a regular basis.

Participants at the conference focused their discussions on the causes behind the delayed tasks and shortcomings.

They also proposed solutions for each assigned administrative procedure reform task to implement the tasks more effectively in the coming time.

Concluding the conference, Deputy Minister of Public Security Nguyen Van Long requested units and localities to step up the assessment of impacts and appraisal of administrative procedure regulations in draft legal documents containing administrative procedure regulations.

He called for the immediate elimination of administrative practices that have production, business activities and people's lives.

The Deputy Minister requested each locality to swiftly propose specific solutions on connecting the National Population Database appropriately to remove obstacles and speed up the implementation of tasks under the Government direction.

Localities have been told to integrate the information system for handling administrative procedures at the ministerial and provincial levels with other systems.

The VSS must work with the appropriate departments to research the use of an electronic medical record for children, particularly when it comes to associating vaccination records with the parents' and guardians' VNeID apps, he said.

By the end of 2025, the VSS must aim to have more than 40 million users accessing electronic medical records and 100 per cent of healthcare facilities being able to recognise the records.

The Deputy Minister requested the Ministry of Public Security to preside over and coordinate with relevant ministries and sectors to integrate documents under their management and add new features to the VNeID app including information on banking, telecommunications, health, and education, as well as marital status and civil judgment enforcement notices./.
