VSS and the World Bank strengthen cooperation in the field of health insurance

In the morning of December 12nd, at the headquarters of Vietnam Social Security (VSS), Deputy General Director of VSS Nguyen Duc Hoa received and worked with the World Bank (WB) delegation led by Ms. Caryn Bredenkamp - Head of the Health - Nutrition and Population Department (East Asia - Pacific Region) on cooperation in developing the health insurance sector in Vietnam. Attending the meeting were representatives of a number of VSS’ units.
Speaking at the meeting, on behalf of the leaders of the Industry, Deputy General Director of VSS Nguyen Duc Hoa expressed his sincere thanks to Ms. Aparnaa Somanathan and the WB for supporting VSS over the past time; at the same time, he highly appreciated the cooperation between the two sides, especially in areas such as: Reform and modernization of VSS sector; Strengthening fund investment management and health reform, universal health insurance. Notably, the WB has also actively supported the VSS in amending and supplementing the Health Insurance Law.

According to Deputy General Director Nguyen Duc Hoa, currently, the health insurance coverage rate in Vietnam is over 94.2% of the population. Notably, on November 27th, the National Assembly (NA) passed the Health Insurance Law (amended) with many new points, creating maximum convenience for participants. In addition to developing participants, the VSS also ensures the payment of correct, sufficient, and timely benefits for millions of the people. Notably, every year, about 200 million peoples have their health insurance costs paid by the health insurance fund, and the health insurance fund is currently the most important source of health finance for the people's health care system.
“However, it can be seen that the health insurance contribution rate for participants is fixed, and benefits are always expanded. Therefore, VSS needs to develop a suitable payment method to ensure the rights of the people, while balancing the health insurance fund and preventing profiteering in health insurance treatment" - Deputy General Director Nguyen Duc Hoa stated. From the above situation, Deputy General Director Nguyen Duc Hoa hopes that the WB will continue to share experiences and make recommendations for the health system in Vietnam in general and the implementation of the health insurance policy of VSS in particular. At the same time, support VSS on payment methods according to DRG; develop principles for allocating funds to DRG and reserve funds, and develop health insurance contracts under DRG with medical facilities; Optimizing the effective use of health insurance funds…

Thanking the warm welcome of VSS and congratulating the achievements of VSS in the past time, Ms. Caryn Bredenkamp - Head of Health - Nutrition and Population Division (East Asia - Pacific Region) assessed that the success achieved in implementing health insurance towards social insurance and universal health insurance are valuable lessons and experiences that many other countries want to learn and share experiences. At the same time, she affirmed that the WB will continue to support VSS and commit to strengthening the cooperative relationship between the two sides to develop more and more in the future.
According to Ms. Caryn Bredenkamp, the areas of cooperation between VSS and the World Bank are very diverse, such as: IT application, administrative procedure reform, building and perfecting the model for calculating the balance of the health insurance fund, training and technology transfer on financial management, fund investment management... Sharing the direction of cooperation in the coming time, Ms. Caryn Bredenkamp affirmed that the World Bank always wishes and is ready to expand cooperation with VSS in related fields, to build a sustainable health system, through which the Vietnamese people are guaranteed with maximum benefits when receiving health insurance treatment, and at the same time can use the most modern medicines and medical equipment.

At the meeting, the two sides exchanged and affirmed the close cooperative relationship. VSS wishes to continue to cooperate with the World Bank in the field of health insurance, and at the same time proposes that the World Bank continue to support VSS in the following areas: Effectively managing payment methods; sharing the difficulties and ways of dealing with other developed countries in the world in effectively managing health insurance; coordinating with VSS to develop the health insurance sector in terms of contents including indicators on universal coverage, health insurance appraisal, etc.
