In recent time, the Vietnam Social Security (VSS) has been continuously striving to ensure the timely and proper resolution of Social Insurance (SI), Health Insurance (HI), and Unemployment Insurance (UI) policies for workers, contributing to the sustainable development of the country.

SI, HI, and UI benefits  payment is implemented by the VSS to ensure full and timely distribution to each participant and beneficiary

The implementation of SI, HI, and UI policies has always been a priority for the VSS industry, ensuring timely and proper execution. Especially with the transition from manual to modern management methods, the resolution and payment of SI, HI, and UI premiums are ensured fully and timely for each participant and beneficiary. The VSS’ operation method has been renewed towards service orientation, promoting electronic transactions, enhancing the use of public services, shortening resolution time, reducing cost, and ensuring the rights of workers and the public…

In 2023, the VSS processed benefits for 108,441 people receiving pensions and monthly social insurance allowances (including 86,778 pensioners, an increase of 2.45% compared to the same period in 2022); 1,407,397 people received lump-sum social insurance benefits; and 9,411,683 instances of sickness, maternity, and recovery benefits were provided.

Cooperation with the Labor, Invalids, and Social Affairs sector resulted in 1,049,267 people receiving unemployment benefits (an increase of 9.34% compared to the same period in 2022), and 19,767 people receiving vocational training support.

The implementation of HI policies was executed with various synchronized solutions; effectively and tightly controlling the HI fund to ensure the full and timely benefits for HI participants, preventing abuse and optimizing the HI fund.

The VSS sector proactively coordinated with the Ministry of Health (MOH) and relevant ministries and sectors to resolve difficulties in implementing HI policies. Local Social Security offices actively coordinated with the Department of Health and healthcare facilities in provinces and cities to address issues in medical examination and treatment and HI payment.

In 2023, there were over 174 million turns of HI medical examination and treatment, an increase of over 22.6 million compared to 2022, with HI medical expenses amounting to approximately VND 124.3 trillion. This significantly reduced the financial burden on individuals due to illness, disease, and accidents.

Additionally, the VSS proactively intensified inspection and examination of SI, HI, and UI contribution, decisively handling violations by organizations and individuals, contributing significantly to reducing the amount of late contribution/enjoyment to the lowest level since 2016 (decreased from 6% in 2016 to 2.69%). This has greatly contributed to protecting the legitimate social security rights of workers.

It can be affirmed that over the past time, the VSS sector has tirelessly created significant milestones in implementing SI, HI, and UI policies, gradually completing the goal of ensuring social security for all people in accordance with the Party's resolutions, affirming its role as the main pillar in the national social security system, contributing importantly to social progress, fairness, political-social stability, people's livelihood, and sustainable national development.
