Efficiency on service quality for the people and enterprises is enhanced

The Vietnamese Fatherland Front requests that it be necessary to promptly resolve the arose shortcomings and problems so that the new salary policy truly motivates cadres, civil servants, public employees, and salary beneficiaries.

In the morning of May 15th, the National Assembly Standing Committee gave opinions on a draft report on synthesizing opinions and recommendations of voters and the Peoples to send to the 7th session of the 15th National Assembly.

Mr. Do Van Chien, the Chairman of Vietnam Fatherland Front Central Committe proposed to the Party and State to further strengthen propaganda and communication to unify awareness, create greater consensus among cadres, civil servants, and public employees, especially among the peoples on economic development policies, building and rectifying the Party, preventing and combating corruption and negativity...

At the same time, promptly detect and resolutely handle strictly organizations and individuals that take advantage of democracy and distort the truth to "distort" information, especially "bad and toxic" information to create division, causing internal disunity, smearing and reducing the reputation of leaders, affecting the common cause of our Party, State and Peoples.

The Presidium of Vietnam Fatherland Front Central Committee also evaluated all policies and guidelines of the Party, policies and laws of the State, the National Assembly, the Government and the Prime Minister's directions for the prosperous development of the country, for the happy life of the People; are all very correct and supported by the Peoples.

However, in the implementation process, there are still some shortcomings, especially policies that are influenced by local interests (not excluding group interests), making people very worried.

Therefore, the Presidium Vietnam Fatherland Front Central Committee recommends to the Party, State, ministries, branches and localities to inspect, review and promptly and effectively resolve a number of issues.

This includes removing difficulties to limit businesses from leaving the market, creating conditions for businesses to restore production, creating jobs for workers, and challenging employment and income for the peoples is a rather serious emerging issue.

In particular, Mr. Do Van Chien proposed that the Government to direct ministries, branches and authorities to review guiding documents and "necessary and sufficient" conditions to implement the new salary policy from  /7/2024.

In particular, it is necessary to promptly resolve the arose shortcomings and problems  so that the new salary policy truly encourages officials, civil servants, public employees, and salary earners to improve the quality and efficiency of serving the people and businesses.

On the morning of November 10, 2023, the National Assembly of Vietnam adopted the Resolution on the Socio-Economic Development Plan 2024.

Accordingly, salary reform will be implemented from July 1, 2024 according to Resolution 27-NQ/TW in 2018.

Under Resolution 27-NQ/TW in 2018, the salary reform policy shall lead to changes to the salary structure of officials, public employees, and the armed forces; and employees in enterprises.

At the same time, it will formulate a new payroll system based on job positions, leading titles, and positions to replace the current payroll system; transfer the old salary to the new salary but ensure that it is not lower than the current salary, including 5 new payrolls as follows:

 01 position payroll applicable to officials and public employees holding leading positions (elections and appointments) in the political system from the central to the commune level

 01 professional payroll according to the rank of civil servants and professional titles of public employees generally applicable to officials and public employees who do not hold leading titles; each rank of civil servants and professional title of public employees with multi-salary grades

1 payroll applicable to army officers, officers, and non-commissioned officers in police service (by position, title, and military rank or grade);

 1 payroll applicable to technical police officers, professional servicemen

1 payroll applicable to defense workers, and police workers

Thus, from July 1, 2024, the overall salary policy reform will be implemented, thereby formulating new payrolls under Resolution 27-NQ/TW in 2018 to ensure that the salaries paid to officials, public employees, and armed forces after salary reform shall not be lower than their current salaries.
