VSS industry seriously and synchronously implements Resolution No. 42-NQ/TW

The Party Committee of Vietnam Social Security (VSS) has just issued Action Program No. 883-CTr/BCSĐ dated May 14th, 2024 to implement Resolution No. 42-NQ/TW dated November 24th, 2023 of the Eighth Conference of the Central Executive Committee Party for the Session XIII on continuing to innovate and improve the quality of social policies, meeting the requirements of the cause of building and protecting the Fatherland in the new period.
The Program aims to concretize the viewpoints, goals, tasks and solutions as regulated at Resolution No. 42-NQ/TW dated November 24th, 2023 of the Eighth Conference of the Party Central Committee, Session XIII ( referred to as Resolution No. 42) in accordance with the socio-economic development conditions of the country and the Vietnam Social Insurance Industry, contributing to the successful implementation of the social insurance industry's political tasks in advising and proposing to develope and perfect policies and laws and conduct effective implementation of social, health, and unemployment insurance (UI) regimes and policies.

At the same time, it is the basis for the Heads of units and party organizations under the VSS and the Directors of the Social Insurance of provinces and centrally run cities, the Ministry of National Defense Social Insurance, and the People's Public Security Social Insurance to direct and concretize work programs and plans, promptly deploy them under functions and tasks to complete the objectives of Resolution No. 42 at each organization and unit of the VSS system. The Party Committee of the VSS requests Party Committees at all levels, Heads of units under the VSS, Directors of Social Security Offices of provinces and centrally-run cities, Social Security of the Ministry of National Defense, of the People's Public Security to desseminate Resolution No. 42 and this Action Program to each cadre, party member, civil servant, public employee and employee working at the units; Lead and direct the drastic, comprehensive, synchronous and regular implementation of tasks and solutions in Resolution No. 42 to ensure substance and effectiveness; closely and harmoniously combine tasks and solutions under the Party's policies; promote the role and responsibility of pioneering, exemplary, and setting an example of cadres, party members, civil servants, and public employees, especially the role of the heads, in association with promoting the strength of the political system.
Officials, party members, civil servants, public employees and workers in the Vietnam Social Insurance Industry must properly be aware of the meaning and importance of the guidelines and policy orientations stated in Resolution No. 42 and this Action Program associated with the current job position, thereby advising and proposing the development and improvement of policies and laws and conducting the effective implementation of social, health and unemployment insurance regimes and policies, contributing to ensuring ensure sustainable social security, economic development, build and firmly protect the Fatherland in the new situation.
Specific goals
Period up to 2025
- Strive to reach 45% of the working-age workforce participating in social insurance, of which farmers and informal sector workers participating in voluntary social insurance account for over 2.5% of the working-age workforce; 35% of the working-age workforce participates in unemployment insurance; 95% of the population participates in health insurance, of which the rate of ethnic minorities participating in health insurance reaches 98%; The level of satisfaction of the peoples and businesses in handling administrative procedures reaches at least 90%, the satisfaction index of social insurance and health insurance participants reaches 85%.
- The number of people receiving social and unemployment insurance benefits via non-cash payment methods in urban areas is over 68%.
- Strengthen digital transformation, improve operational efficiency and effectiveness: (1) 100% of wholly online public services are provided on many different access means, including mobile devices; (2) 95% of work records of the VSS industry are processed online (except for work records under the scope of state secret); (3) 100% of participants in social insurance, unemployment, and insurance have electronic transaction accounts and install the VssID - Digital Social Insurance application to monitor the process of payment and enjoyment of social, unemployment, health insurance, and payment benefits, search information, perform online public services; (4) 100% of the peoples participating in health insurance are provided with citizen identification cards that can be used instead of health insurance cards when going to see a doctor.
Period up to 2030
- Strive to reach 60% of the working-age workforce participating in social insurance, of which farmers and informal sector workers participating in voluntary social insurance account for about 5% of the working-age workforce; 45% of the working-age workforce participates in unemployment insurance; Over 97% of the population participates in health insurance; About 60% of people after pension receiving age, monthly social insurance and social retirement benefits; Over 95% of the peoples use primary care services at local health facilities covered by health insurance; The level of satisfaction of the peoples and businesses with handling administrative procedures reaches at least 95%; The index assessing the satisfaction level of social and health insurance participants reached 90%.
- The number of people receiving social and unemployment insurance regimes via non-cash payment means always see an increase sustainably annually, of which in urban areas it is guaranteed to reach over 75%.
- Continue to strenghen digital transformation, research, and develop the information technology system of the VSS Industry to meet the requirements in the new situation, integrate, connect, link, and centralized process: ( 1) Complete the construction of the national insurance database; (2) Connect, interconnect, and share data between the national insurance database with the national population database and other national and specialized databases to deploy services public and facilitate people, employers and deploy inspection and control based on big data; (3) 100% of VSS's information systems related to the peoples, organizations, and businesses shall be restructured and applied modern technology, put into operation, exploited, linked, connected, via integrated and data sharing platforms; (4) 100% of work records of the VSS Industry shall be online processed in the online environment (except for work records that are under scope of state secret).
Vision to 2045
From 2031 onwards, annually strive to ensure continued growth and sustainable development of the labor force as participants in social and unemployment insurance, the population participating in health insurance, the number of people after retirement age receiving pensions, and the index for assessing the level of satisfaction of social and health insurance participants and the number of people receiving social insurance and unemployment insurance benefits through non-cash payment means is higher next year than last year.
To achieve the above-mentioned goals, the Program has proposed 08 groups of specific solutions: (1) Continue to innovate and improve the effectiveness of information and propaganda on social, health, and unemployment insurance policies; (2) Propose and recommend amendments, supplements and completion of policies and laws on social, health, unemployment insurance and other related policies and laws; (3) Arrange the organizational structure of VSS towards a streamlined, professional, modern, effective and efficient operation, building a team of qualified and capable staff to meet the requirements of reform. administrative and modernization of the social insurance industry; (4) Review, amend, supplement, and complete management regulations, revenue and expenditure operations and settlement of social insurance, health insurance, and unemployment insurance regimes; (5) Continue to reform administrative procedures, promote digital transformation and complete the national insurance database; (6) Develop targets and plans to implement social, health, and unemployment insurance and submit them to competent authorities for promulgation or promulgate according to authority; (7) Promote international cooperation in the fields of social, health, and unemployment insurance; (8) Advise and propose party committees and competent agencies to strengthen leadership, direction and supervision of the implementation of regimes and policies on social, health insurance and unemployment insurance
At the Program, the Party Committee of VSS assigned Party Committees, Heads of units under VSS at the Central level, and Directors of Social Insurance Offfices of provinces and centrally run cities, based on Resolution No. 42, the Action Program of VSS, attached implementation plan and based on the functions, tasks, authority and actual requirements of the unit to develop programs and plans to implement Resolution No. 42 (completed before May 25th, 2024) sent to VSS. Annually, report on the results of implementation of assigned tasks and send to VSS before December 5th for general synthesis.
Assign the Office of the Party Committee of Vietnam Social Security to monitor and urge the implementation of Resolution No. 42; The Vietnam Social Securrity Office presides over and coordinates with units to summarize the results of implementing Resolution No. 42 and report to the Vietnam Social Insurance Party Committee according to regulations./.
