Vietnam Social security industry unveils plan to implement Agreement signed between Vietnam and South Korea on social insurance in 2024

The Vietnam Social Security issued Plan No 1374/KH-BHXH on May 13, 2024, regarding the implementation of the Agreement signed between the Government of the Socialist Republic of Vietnam and the Government of the Republic of Korea on social insurance by the Vietnam social security industry in 2024.

Accordingly, the purpose of the Plan is to fully and effectively implement the Agreement, the Administrative Agreement on the implementation of the Agreement, and the Agreement to implement the Agreement and other tasks assigned to the Vietnam Social Security industry per Decision No 436/QĐ-TTg.

During the implementation of the Agreement, it is essential to ensure full and accurate fulfillment of commitments, responsibilities and obligations, and safeguard the rights and interests of labourers who are subject to the Agreement’s regulations.

It is also important to specify works, completion deadlines and responsibilities of the units under the Vietnam Social Security, and Social Security Offices of provinces and cities in executing assigned tasks.

The Plan makes it clear that the implementation of the Agreement must ensure close and synchronous co-ordination between the Ministry of Labour, Invalids and Social Affairs, and ministries and sectors and relevant Korean partners.

It is imperative that the units under the Vietnam Social Security and Social Security Offices in provinces and cities perform assigned tasks on schedule, ensuring the effectiveness of the tasks.

To achieve the above-mentioned objectives and requests, it is necessary that the Vietnam Social Security requires specialised units as well as Social Security Offices in Central-level provinces and cities to fulfill the following main tasks, alongside their regular duties, in the coming time: (1) Participating in the process of formulating policies and laws; (2) Continue to exchange and execute the Implementation Agreement related to social insurance beneficiaries; (3) Discuss, agree to and sign Implementation Agreement on the settlement and payment of social insurance benefits according to the provisions of the Agreement; (4) Communicate and disseminate contents of the Agreement and Administrative Agreement and Implementation Agreement; (5) Provide training and foster a contingent of civil servants and officials that meet the requirements for effective implementation of the Agreement and the Administrative Agreement; (6) Commend and reward collectives and individuals with outstanding achievements in the implementation of the Agreement and signed deals.

To effectively implement the Plan, the Vietnam Social Security requests units under the Vietnam Social Security and provincial Social Security Offices to proactively review and include the implementation of the Agreement and signed deals between Vietnam and South Korea as a task in their annual action programmes and plans.

The Department of International Cooperation will be the leading unit responsible for promoting and implementing specific tasks according to the Vietnam Social Security industry’s 2024 Plan to Implement the Agreement; and make reports on the outcome of the implementation of this plan. The department is also in charge of coordinating with international partners to carry out the Plan.

The Vietnam Social Security requests heads of units under the Vietnam Social Security, and directors of provincial Social Security Offices, based on their units’ functions, duties, and assigned tasks in this Plan, to ensure the progress, quality and effectiveness; and to report to the Vietnam Social Security (via the Department of International Cooperation) by November 30, 2024, on the results of implementing the 2024 Plan./.
