Quang Binh NA Delegation meets with voters to get opinions on Social Insurance Law (amended)

On May 14th, 2024, in Dong Hoi city, the National Assembly Delegation (NA) of Quang Binh province organized a voter outtreach meeting with union members and labourers, giving comments on amending the Trade Union Law and the Social Insurance Law on regimes and policies related to labourers before the 7th Session of the 15th NA.
Attending the conference were: Deputy Head of the Delegation in charge of the Provincial NA Delegation Nguyen Minh Tam; tasked member of the Culture and Education Committee
Nguyen Thi Tuyet Nga; Vice Chairman of the Provincial Peoples Council Le Vinh The; and representatives of leaders of departments, boards, branches and a large number of voters who are trade union members and workers. At the conference, Nga informed voters about some of the main contents of the 7th Session of the 15th National Assembly; results of resolving and responding to voters; petitions at meetings before and after the 6th Session.

A large number of union members and labourers expressed strong agreement with the 7th Session program, at the same time, made many recommendations with the desire to give comment and amend the Trade Union Law, the Social Insurance Law and a number of regimes, policies related to employees to be consistent with reality and ensure the rights of employees.
Accordingly, commenting on the Law on Social Insurance (amended), voter Truong Thi Thu Loan, grassroots trade union member of Quang Binh Environment and Urban Development Company said: From the personal circumstances or some other reasons. such as low salary, difficult circumstances, lack of confidence in the benefits that social insurance can bring, fear of the company early terminating the contract and not being able to wait until retirement time..., many labourers choose to withdraw one-time social insurance. From the above reality, voters want the process of amending the Social Insurance Law should have overall regulations and solutions to protect workers’ rights.
Proposing the rights of female workers, voter Phan Manh Hung, Chairman of the Provincial Industry and Trade Union assessed: Currently, the rate of maternity policy coverage for female labourers is very low (only about 30%). according to ILO data for the year 2021). Therefore, female workers and their families have no alternative income during maternity period. Therefore, he proposed to have a policy so that employees participating in voluntary social insurance can also enjoy maternity benefits like employees participating in compulsory social insurance.
Many opinions from voters also paid attention to the problem of workers having their “pending” social insurance benefits due to businesses ceasing operations. Referring to this content, voter Pham Thi Thao, Head of the nutrition team of Dong Phu Kindergarten and voter Truong Quang Can, Truong Thanh Industrial Import-Export Co., Ltd. recommended that there should be specific regulations to solve the problem of a part of the workforce having their “pending” benefits; due to the bankruptcy, dissolution of the business or the business owner intentionally fleeing...
In addition, voters also proposed a number of other issues related to promoting the role of trade unions to better protect the legitimate rights and interests of union members and workers; the right of the upper-level union to sue in court to protect the rights of employees regarding social insurance; regulations on reducing the conditions on the minimum number of years of social insurance payment but should have sharing and support for workers whose pension levels are too low...
Overview of the meeting
At the meeting, Nguyen Minh Tuan - Deputy Director of Quang Binh Provincial Social Security Offfice directly answered a number of voters' recommendations within the authority of the Agency. After listening to voters opinions as well as responses from unit representatives to workers, Deputy Head of the Delegation of the Provincial National Assembly Delegation Nguyen Minh Tam requested that the Department of Labor, War Invalids and Social Affairs should strengthen inspection and supervision of businesses in implementing social insurance contributions so as to ensure the rights of labourers. The Delegation will absorb, research, and consider opinions to convey to the National Assembly for approval at next 7th NA meeting.
