Vietnam Social Security prepares plan to review 15-year implementation of Directive No. 38-CT/TW

On March 14th, Deputy Director General of Vietnam Social Security (VSS) Nguyen Duc Hoa chaired a meeting with the operational units of VSS to prepare a 15-year review of the implementation of Directive No. 38-CT/TW dated September 7, 2009, by the Party Central Committee on 'Enhancing health insurance work in the new situation.'
On September 7, 2009, the Party Central Committee issued Directive No. 38-CT/TW on 'Enhancing health insurance work in the new situation.' After 15 years of implementation, the Central Propaganda Department has developed a plan to review the 15-year implementation of Directive No. 38, aimed at comprehensively and deeply assessing the leadership, direction, management, and organization of the implementation of Directive No. 38. This plan is linked to the implementation of Party resolutions, directives, and conclusions on health insurance, social policies, protection, care, and improvement of people's health by Party committees, organizations, government authorities, localities, and units. At the same time, it sets out tasks and practical solutions to continue enhancing health insurance work in the coming period, contributing to ensuring social security and fairness in healthcare for the people.

Through this review activity, the Central Propaganda Department hopes to further enhance the awareness and responsibility of Party committees, organizations, government authorities, localities, units, officials, Party members, healthcare sector personnel, and the people at all levels regarding the importance of health insurance policies in the social security system. It aims to bring about a significant shift in perception and action regarding health insurance, social policies, and social security. Specifically, based on the evaluation of the results of the 15-year review of Directive No. 38, it will continue to advise and propose to the Party Central Committee the issuance of new documents on health insurance work in the coming period.
Highlighting the significant importance of this Directive in fulfilling the political tasks of the social insurance sector in general, and health insurance policies in particular, Deputy Director General of Vietnam Social Insurance Nguyen Duc Hoa requested that the operational units fulfill their functions by participating in the evaluation and review of the implementation of Directive 38, ensuring accurate and comprehensive information. Specifically, conducting a comprehensive assessment of the achievements in all aspects mentioned in Directive No. 38. Clearly identifying limitations and shortcomings in the implementation process, both objective and subjective reasons. According to the plan, by the end of April 2024, Provincial Party Committees, City Party Committees, Party Standing Committees, Party Committees, and Party Committees directly under the Central Committee will complete the review and submit reports to the Central Propaganda Department. Subsequently, activities to inspect and survey the results of implementing the Directive will be carried out; conferences, seminars, and dialogues will be organized... The Central Propaganda Department will lead and coordinate with the Party Standing Committee of the Ministry of Health, VSS, and relevant units to develop a plan to review the 15-year implementation of Directive No. 38, scheduled to be submitted to the Party Central Committee in October-November 2024./.
