According to the report at the conference, in 2023, the provincial Steering Committee actively advised the Provincial Party Committee and Provincial People's Committee to successfully achieve social insurance and health insurance targets. As a result, 99 new units were expanded, with 250 mandatory participants in social insurance; 2,156 voluntary participants in social insurance; 39,042 voluntary participants in health insurance. The total number of participants in social, health, and unemployment insurance in the province reached 1,250,450 people, an increase of 36,654 compared to 2022; specifically, there were 1,278,316 participants in health insurance, an increase of 31,997 compared to 2022, with a health insurance coverage rate of 98.3% of the population, achieving 101.6% of the province's plan.

The collection of social, health, and soc unemployment ial insurance funds reached nearly 2,500 billion VND; achieving 100.02% of the plan assigned by Vietnam Social Security. Leaders of Vietnam Social Security and Son La Provincial People's Committee issue health insurance cards to residents of Quynh Nhai district

The conference approved the Decision of the Chairman of the Provincial People's Committee on assigning targets for developing social and health insurance participants in Son La province in 2024. Accordingly, efforts will be made to develop 18.8% of the workforce in the age group eligible for social insurance; the health insurance coverage rate will reach 96.1% of the population in the area, with 100% of students, students, and over 90% of households engaged in agriculture, forestry, and fisheries with average living standards participating in health insurance.

Speaking at the conference, Deputy Director General of VSS Dao Viet Anh highly appreciated the proactive involvement of Son La province, especially the activities of the Steering Committees at all levels, which actively implemented comprehensive and flexible solutions, thereby helping Son La to be one of the provinces that effectively implement social and health insurance policies. Based on the achieved results, Deputy Director General Dao Viet Anh proposed that the Provincial Party Committee, People's Council, and Provincial People's Committee continue to pay attention and create further favorable conditions in implementing social, health, and unemployment insurance policies at the local level, especially in the work of developing participants.

Overview of the Conference

In his concluding remarks at the conference, Vice Chairman of the Provincial People's Committee of Son La Province, and Deputy Head of the Standing Committee of the Provincial Steering Committee, Dang Ngoc Hau, proposed that the People's Committees of districts and cities should base their targets for developing participants in social and health insurance (SIHI) on the responsibilities of the heads of units; direct the teams, villages, and hamlets to incorporate health insurance participation targets into their conventions and regulations; innovate and diversify communication methods suitable for the local context; clearly assign individuals, tasks, responsibilities, and completion times; and direct and urge efforts to surpass the assigned targets according to Decision No. 148/QD-UBND dated January 26, 2024, of the Provincial People's Committee.

Departments, boards, sectors, districts, and cities are enhancing socialization efforts by providing health insurance cards to people in difficult circumstances. Administrative reform is being promoted to improve the quality of services for SIHI participants. Members of the Steering Committee continue to vigorously and effectively carry out their duties, from advisory work to actions, to successfully achieve the assigned targets and tasks, especially in developing SIHI participants.

On this occasion, utilizing socialization resources, Vice Chairman of the Provincial People's Committee of Son La, Dang Ngoc Hau, and Deputy Director General of VSS, Dao Viet Anh, distributed 400 health insurance cards to people and students facing difficult circumstances in Quynh Nhai district. The Provincial Steering Committee of Son La awarded Certificates of Merit to 2 collectives and 3 individuals who have achieved outstanding results in developing participants in social and health insurance at the local level./.
