According to the report at the conference, in 2023, the provincial Steering Committee proactively advised the Provincial Party Committee and Provincial People's Committee to successfully achieve the targets of social insurance and health insurance. As a result, 99 new units were added, with 250 mandatory social insurance participants; 2,156 voluntary social insurance participants; 39,042 voluntary health insurance participants. The total number of participants in social, health, and unemployment insurance in the whole province reached 1,250,450 people, an increase of 36,654 people compared to 2022; specifically, health insurance had 1,278,316 participants, an increase of 31,997 people compared to 2022, with a health insurance coverage rate of 98.3% of the population, achieving 101.6% of the province's assigned plan.

The work of collecting social, health, and unemployment insurance reached nearly 2,500 billion VND; achieving 100.02% of the plan assigned by VSS. The settlement of social insurance benefits was completed for 24,051 people; monthly, pension and social insurance allowances were paid to over 33,000 people, with a total of nearly 164 billion VND; examination and treatment costs were appraised for 1,041,252 patients, with a total of over 867 billion VND...

The effective implementation of Project 06 has been carried out, with 100% of public services in the social insurance sector being performed at level 4; 228/228 health facilities providing health insurance services in the province implemented the lookup of health insurance information using chip-embedded citizen identity cards; 1,192,246 social and health insurance participants were synchronized with population management databases, reaching a rate of 97.4%...

At the conference, delegates focused on exchanging, discussing achievements, difficulties, obstacles, and causes; meanwhile, they shared experiences, good practices, creativity, and effectiveness in implementation. Delegates also analyzed, forecasted, and proposed concentrated solutions to strive to complete the targets for developing participants, reduce late payment of social insurance and health insurance, and ensure legitimate rights and interests for citizens and workers.

Leaders of VSS and Son La Provincial People's Committee awarded health insurance cards to people of Quynh Nhai district

The conference passed the Decision of the Chairman of the Provincial People's Committee on assigning targets for the development of participants in social insurance and health insurance in Son La province in 2024. Accordingly, the goal is to strive to develop 18.8% of the workforce in the eligible age for social insurance coverage; the health insurance coverage rate reaches 96.1% of the population in the area, of which, 100% of students, students, and over 90% of households engaged in agriculture, forestry, and fisheries with average living standards participate in health insurance.

Speaking at the conference, Deputy General Director of Vietnam Social Insurance Dao Viet Anh highly appreciated the province of Son La's vigorous participation, especially the activities of Steering Committees at all levels, which actively deployed synchronized and flexible solutions, thereby helping Son La become one of the provinces with good implementation of social insurance and health insurance policies. Based on the achieved results, Deputy General Director Dao Viet Anh suggested that the Provincial Party Committee, People's Council, and People's Committee of the province continue to pay attention and create more favorable conditions in implementing social insurance, health insurance, and unemployment insurance policies at the local level, especially in developing participants. Regarding the Steering Committee, Deputy General Director Dao Viet Anh proposed to continue to closely follow the Party's directions, policies, orientations, and government directives, promptly specifying objectives, tasks, solutions, programs, and work plans to effectively implement the assigned tasks.

Overview of the Conference

In his concluding remarks at the conference, Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Provincial Steering Committee of Son La, Dang Ngoc Hau, proposed that the People's Committees of districts and cities, based on the targets for developing participants in social and health insurance, assign targets to the People's Committees of communes, wards, and towns, linking them to the responsibilities of the heads; directing groups, villages, and hamlets to include health insurance participation targets in agreements and conventions; innovating and diversifying communication methods suitable for the local context; clearly assigning individuals, tasks, responsibilities, and completion times; directing and urging efforts to exceed the assigned targets according to Decision No. 148/QD-UBND dated January 26, 2024, of the Provincial People's Committee. Additionally, Vice Chairman of the Provincial People's Committee Dang Ngoc Hau suggested that VSS continue to pay attention and enhance guidance to local social security agencies to further strengthen their role and responsibility as permanent agencies of Steering Committees at all levels in consulting and organizing the implementation of social and health insurance policies and laws in the province.

On this occasion, from socialized sources, Vice Chairman of the Provincial People's Committee Dang Ngoc Hau and VSS Deputy General Director Dao Viet Anh handed over 400 health insurance cards to people, students in difficult circumstances in Quynh Nhai district. The Steering Committee of Son La province awarded Certificates of Merit to 2 collectives and 3 individuals who have achieved outstanding results in developing participants in social insurance and health insurance at the local level./.
