Continuing to review, ensuring the highest quality for the Draft Amendment to Social Insurance Law

On the afternoon of March 6, at the National Assembly House, Politburo Member, Standing Vice Chairman of the National Assembly Tran Thanh Man chaired a working session with the standing agency responsible for drafting and reviewing the Draft Amendment to Social Insurance Law, aimed at reviewing the draft Law. Central Party Secretary, Deputy Prime Minister Le Minh Khai co-chaired the meeting.
Attending the working session were Central Party Committee members: Chairwoman of the Social Affairs Committee Nguyen Thuy Anh, Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung; Permanent members of the Social Affairs Committee and representatives of leading ministries, branches, and relevant agencies. Speaking at the working session, Standing Vice Chairman of the National Assembly Tran Thanh Man emphasized that the Project is a complex legal project, which has a significant impact on the lives of citizens as well as on the state's policies and directions.
The Standing Vice Chairman of the National Assembly noted that at the 25th Session, after discussions and opinions on the Project, the National Assembly Standing Committee concluded on this content, suggesting that the Government continue to fully assess the comprehensive impacts on each amendment content. The Standing Vice Chairman of the National Assembly emphasized the principle of institutionalizing the contents and requirements of social insurance policy reform in line with the spirit of Resolution No. 28-NQ/TW. For contents with significant and sensitive impacts, the competent level should report and gather opinions before submitting to the National Assembly.
The conclusion of the National Assembly Standing Committee also suggested paying attention to specific issues regarding: the management board of the social insurance fund; expanding the mandatory social insurance participation subjects; managing social insurance fund collection; the authority of social security agencies; minimum social insurance payment period for pension entitlement; one-time social insurance benefit provisions; identifying behaviors of evasion or delayed social insurance payments and penalty levels; social insurance fund management, etc. Raising these issues, the Standing Vice Chairman of the National Assembly proposed that the drafting agencies and relevant bodies gather opinions; based on that, the agencies should revise and improve the draft Law for the National Assembly Standing Committee's consideration and opinions before submission to the National Assembly at the Seventh Session.
At the working session, representatives of the Standing Committee of the National Assembly reported a summary of some major issues to request the opinions of the Standing Committee of the National Assembly on the reception, clarification, and adjustment of the draft Law on Social Insurance (amended). Delegates also focused on providing opinions and clarifying issues raised in the report of the Standing Committee of the Social Affairs Committee, such as: provisions on one-time social insurance benefits; the impact of wage policy reforms on related provisions of the draft Law; social insurance regimes related to the healthcare sector...

In the preliminary conclusion of the working session, Deputy Chairman of the Standing Committee of the National Assembly highly appreciated that the drafting agency had fully absorbed the opinions of the Standing Committee of the National Assembly regarding the Draft Amendment to Social Insurance Law. Particularly, Deputy Prime Minister Le Minh Khai, Minister of Labor, Invalids and Social Affairs, Director General of Vietnam Social Security, Deputy Ministers of Finance... had provided explanations and clarification on many issues during the working session.
Additionally, Deputy Chairman of the Standing Committee of the National Assembly highly praised the Social Affairs Committee for its coordination with the Ethnic Council and the Committees of the National Assembly, working diligently and actively to absorb and adjust the draft law. It's noteworthy that the Standing Committee of the Social Affairs Committee organized six meetings with the drafting agency and related agencies; it also held expanded standing committee meetings to gather opinions on major issues reported to request the opinions of the Standing Committee of the National Assembly.

For issues raised by the Standing Committee of the Social Affairs Committee but not addressed or clarified during this working session, Deputy Chairman of the Standing Committee of the National Assembly suggested that the Government, relevant ministries, departments, and agencies promptly provide written responses and clarifications. He also proposed that the Government and the responsible drafting agency continue to study, supplement, and improve reports, dossiers, and explanations of all contents to submit to the Standing Committee of the National Assembly for opinions before submitting to the National Assembly. Deputy Chairman of the Standing Committee of the National Assembly suggested that the reviewing agency continue to listen to multidimensional opinions and suggestions from relevant agencies and directly affected parties such as businesses and laborers to ensure the best quality of the draft Law when submitting it for opinions at the 7th session of the National Assembly, the 15th term.
