VSS: Notable Achievements Two Years into Government's Project 06 Implementation

The Project for Developing Data Applications on Population, Identification, and Electronic Authentication to Serve the National Digital Transformation Phase 2022 - 2025, Vision to 2030 (referred to as Project 06) is an important initiative within the National Digital Transformation Program. After 2 years of implementing Project 06, with focused and resolute leadership and direction, the Vietnam Social Security (VSS) has achieved numerous positive and significant results in promoting digital transformation, enhancing service efficiency for citizens and businesses regarding the implementation of social insurance policies.

On the eve of the Lunar New Year of the Year of the Dragon 2024, comrade Chu Manh Sinh, Party Central Committee Member, Deputy Director General of VSS, Head of the Task Force for Implementing Project 06 of VSS, answered an interview with the VSS’ Electronic Information Portal, sharing the achievements of the sector after 2 years of implementing Project 06 and the tasks ahead.

Deputy Director General Chu Manh Sinh: The VSS has made efforts and excellently fulfilled the assigned tasks in Project 06

Interviewer: At the end of December 2023, at the national online conference of the Government evaluating the situation of 2 years of implementing Project 06, the VSS was honored to receive the Prime Minister's Certificate of Merit for outstanding results in implementing this Project. Could you elaborate more on the notable results achieved in the 2 years of implementing Project 06 by the VSS?

Deputy Director General Chu Manh Sinh:

Project 06 is an important and breakthrough initiative to realize the construction of a digital government, creating many utilities and services, bringing tangible benefits, and serving citizens and businesses better and more effectively. This is the most effective measure for assessing the digital transformation process of an organization. Over the past 2 years of implementation, the Project has brought about positive initial results, laying the groundwork for the implementation of tasks for the following years. Along with the entire political system, the VSS has made efforts and excellently fulfilled the assigned tasks in Project 06 and the directives of the Government's leadership and the Government's Task Force in implementing Project 06.

In the 2 years (2022 and 2023) of implementing Project 06, the VSS has been tasked with implementing 32 tasks. Specifically: The number of completed tasks is 24 tasks; There are no tasks overdue; The total number of regularly implemented tasks and tasks being implemented within the deadline is 8 tasks.

The VSS has issued 152 documents, including Resolutions, Action Plans, Plans, and implementation organizing documents, decisions on issuing business processes, online public services (OPS); the VSS and its subordinate units have also provided input on draft documents for implementing Project 06 (draft regulations on implementing 02 groups of administrative procedures interconnection, draft report outlines, regulations on the operation of the Government's Task Force for implementing Project 06, etc.).

Deputy Director General Chu Manh Sinh congratulates the first citizen in Thanh Phong commune (Thanh Liem district, Ha Nam province) on successfully implementing the online inter-agency service for Birth Registration and Issuance of Health Insurance Cards for children under 6 years old.

Interviewer: Project 06, with many new contents and tasks unprecedented, during the organizing and implementation process, the VSS had to face and overcome what difficulties and challenges, Deputy Director General?

Deputy Director General Chu Manh Sinh:

The implementation of Project 06, during the execution process, had to closely adhere to the guidance of the Government, the Prime Minister, the Government's Task Force for implementing Project 06, and the coordination and consensus of ministries, agencies, localities, and the people.

Government Decree No. 13/2023/NĐ-CP dated April 17, 2023, on personal data protection, has created a legal framework to protect personal data, but also posed significant barriers to interconnection and data sharing among state agencies to implement business process reforms.

Currently, the IT workforce is lacking both in quantity and quality; the remuneration regime for officers involved in digital transformation and information technology is still limited. Information security work in some units has not received sufficient attention; there is still a lack of awareness and complacency in ensuring information security.

The Social Insurance Law has no provisions regarding the payment of benefits for social insurance schemes through bank accounts opened in foreign banks. Currently, there are also no specific guidelines from competent authorities on the payment of pensions, social insurance allowances through deposit accounts of workers opened at foreign banks.

In the coming time, the VSS will continue to implement the tasks under Project 06 to ensure compliance with the schedule and plan

Interviewer: Project 06 has completed nearly half of the journey to serve the national digital transformation phase 2022 - 2025. Could you please tell us, Deputy Director General, what key tasks the VSS will focus on in 2024 to implement Project 06 according to the set schedule and plan?

Deputy Director General Chu Manh Sinh:

In 2024, the VSS will continue to implement the tasks under Project 06; Directive No. 05/CT-TTg dated February 23, 2023, of the Prime Minister on continuing to accelerate the implementation of Project 06 at ministries, sectors, and localities in 2023 and the following years; Resolution No. 362-NQ/BCS dated May 12, 2023, of the Party Central Committee of VSS on strengthening the implementation of Project 06; Decision No. 1177/QD-BHXH dated August 11, 2023, and directives from the Government, the Prime Minister, and the Government's Task Force for implementing Project 06. Specifically focusing on the following key tasks:

Firstly, continue to implement 02 groups of inter-connected administrative procedures: Guiding, monitoring, supporting, inspecting, and urging provincial and district-level social security agencies to ensure effective implementation, substantive reception, and timely processing of dossiers in accordance with regulations; coordinate with relevant units to finalize drafts of decrees on inter-connected administrative procedures.

Secondly, continue to coordinate with the Ministry of Public Security to review, update, and authenticate information of participants and beneficiaries of social, health and unemployment insurance policies with the national population database, ensuring 100% of participants have authenticated information in the national population database, including newly emerged participants in 2024.

Thirdly, continue to digitize records, and results of administrative procedure resolution in accordance with Decree No. 45/2020/ND-CP dated April 8, 2020, and Decree No. 107/2021/ND-CP dated December 6, 2021, linking digitization with the performance of tasks by officials and civil servants in the process of handling administrative procedures; not requiring citizens and businesses to provide documents, results of administrative procedure resolution that have been digitized according to regulations.

Fourthly, review, standardize, and digitize declaration forms towards minimizing 20% of information required to be declared based on reusing digitized data, exploited from the national population database.

Fifthly, adjust and upgrade software, equip biometric authentication solutions on chip-embedded ID cards to expand the implementation of biometric authentication technology on chip-embedded ID cards in receiving dossiers, and issuing results of administrative procedure resolution of the VSS.

Sixthly, intensify the payment of pensions, social insurance allowances monthly through non-cash payment methods; research on applying chip-embedded ID cards in the payment of social insurance schemes.

Seventhly, connect, share, and exploit information, data with national databases, specialized databases serving management and provision of online public services, ensuring compliance with regulations in Government Decree No. 13/2023/ND-CP.

Eighthly, continue to implement connections with the national electronic identification and authentication system to deploy the use of identification accounts issued by the Ministry of Public Security to meet the requirements of Decree No. 59/2022/NĐ-CP.

Ninthly, research and apply new technologies, such as Big Data, Artificial Intelligence (AI), Cloud to manage, analyze, and exploit data, helping to improve management efficiency based on data, and support decision-making for leadership levels.
