Based on point 9.3, clause 9, Section III of the Appendix accompanying Decision No. 896/QD-BHXH of the General Director of Vietnam Social Security:

• The time limit for ‘Settling the grant of funeral benefits for individuals currently receiving or temporarily suspending the receipt of monthly pensions and social insurance benefits who have passed away’ is a maximum of 08 working days from the date the social insurance agency receives the complete documents as prescribed.
• The results are demonstrated through:

+ Decision on receiving funeral benefits (Form: 08B-HSB) applicable to cases where the deceased was receiving monthly pension and social insurance benefits, and their relatives are entitled to monthly funeral benefits.

+ Decision on receiving monthly funeral benefits (Form: 08C-HSB) or Decision on receiving one-time funeral benefits (Form: 08E-HSB) applicable to the relatives of the deceased person who was receiving monthly pension and social insurance benefits.

+ Insurance contribution history (Form: 04-HSB).

+ Funeral benefits.

How is the administrative procedure ‘Settling pension benefits for individuals participating in voluntary social insurance, preserving the contribution period’ implemented?

Answer:

Based on point 8.2, clause 8, Section III of the Appendix accompanying Decision No. 896/QD-BHXH of the General Director of Vietnam Social Security, the procedure for implementing this administrative procedure is as follows:

1. Document submission: Participants in voluntary social insurance, individuals preserving the contribution period (including those serving a prison sentence, individuals illegally emigrating and returning to the country for legal settlement, individuals whose missing declaration decision has been canceled by the court) submit documents through one of the following methods:

a. Via electronic transactions: Individuals register to receive an authentication code and submit electronic documents to the Vietnam Social Insurance’s Public Service Portal or through the I-VAN organization (if registered to use the I-VAN service). If not converting paper documents to electronic format, submit paper documents to the social insurance agency via postal services.

b. Via postal services.

c. Directly at the social insurance agency.

2. Receive results: Employees receive:

• Relevant paper documents in the registered form (directly at the social security agency or via postal services or through electronic transactions).

• Receive pension, benefits in one of the following forms:

+ Through personal bank account.

+ Via postal services.

If authorizing someone else to receive, follow the regulations in the E-services “Authorization to receive unemployment benefits” or the original copy of the Authorization Contract as regulated by the law.
