The Quang Tri Provincial Party Committee directs the reinforcement of leadership in implementing social, health and unemployment insurance policies.

The Quang Tri Provincial Party Committee has issued Official Letter No. 1276-CV/TU dated September 15, 2023, addressed to the Provincial People's Council, the Party Committee's Executive Board of the Provincial People's Committee, the Fatherland Front, and various political and social organizations at the provincial level, as well as the Provincial Social Security Office, District Party Committees, Town Party Committees, City Party Committees, and subordinate Party Committees, regarding the reinforcement of leadership and guidance in implementing social, health and unemployment insurance policies.

In recent times, the Party and the State have promulgated numerous important social security policies to ensure the rights and benefits of laborers participating in social, health and unemployment insurance. In Quang Tri province, the Party's apparatus and authorities at all levels have vigorously directed the implementation of social, health and unemployment insurance policies, resulting in many positive outcomes. There has been a significant shift in the awareness of organizations and individuals regarding the significance of social, health and unemployment insurance policies, with a focus on voluntary and proactive participation. The participation rate of the labor force in BHXH and the percentage of the population covered by BHYT have increased year by year. The participants’ rights of social, health and unemployment insurance are guaranteed, and the disbursement of benefits under these policies is carried out correctly, fully, and promptly. Administrative procedure reform is a recurring focus, and the time for resolving social and health insurance-related matters has been shortened, creating favorable conditions for citizens to participate in and benefit from these policies.

However, there are still some Party committees and local authorities that are slow to issue directives for the implementation of social and health insurance policies as prescribed. The awareness of a portion of labor employers regarding social and unemployment insurance policies is low, leading to a lack of compliance with these policies and laws, resulting in issues such as non-payment or delayed payment of significant amounts, which in turn affects the rights and benefits of laborers.

Strengthening the role of the Party Committees and government at all levels in leading and directing the implementation of social and health insurance policies

In addition, the majority of businesses in the province are small and medium-sized enterprises, and the economic and social conditions of the province, as well as the livelihoods of the people, still face many difficulties. There are certain limitations in the participation rates in social, health and unemployment insurance, especially expected in health insurance participation rate, which may be challenging to achieve as set forth in the Resolution of the 17th Provincial Party Congress.

To continue effectively implementing social, health and unemployment insurance policies in the province, the Standing Committee of the Provincial Party Committee proposes that the Provincial People's Council's Party delegation, the Party Committee's Executive Board of the Provincial People's Committee, the Fatherland Front, and various political and social organizations at the provincial level, as well as the Provincial Social Security Office, district-level authorities, town-level authorities, city-level authorities, and subordinate Party Committees, strengthen their leadership and guidance in the implementation of policies and laws related to Social, health and unemployment insurance. To focus on comprehending and effectively implementing the directives of VSS’ Party Committee under Official Letter No. 673-CV/BCSĐ dated August 21, 2023, regarding the continued coordination in guiding the implementation of Social, health and unemployment insurance policies, as well as Action Program No. 138-CTHĐ/TU dated November 12, 2018, issued by the Provincial Party Committee of Quang Tri Province to implement Resolution No. 28-NQ/TW dated May 23, 2018, of the 12th Central Committee of the Party on social insurance policy reform.

The Party Committee's Executive Board of the Provincial People's Committee shall guide the provincial People's Committee, the Departments, and related agencies, as well as localities, to closely follow Official Letter No. 673-CV/BCSĐ dated August 21, 2023, of VSS’ Party Committee in order to specify suitable solutions in accordance with the province's situation. They should study, propose, and coordinate with the Provincial People's Council to review and issue local policies that are appropriate to continue supporting the people's voluntary social and health insurance participation for family households, especially those households newly lifted out of poverty, ethnic minority areas, disadvantaged coastal and island areas, and remote areas. This is aimed at expanding, maintaining, and increasing the participation rates of the population.

The Provincial Social Security Office will continue to effectively implement administrative reforms, with a focus on simplifying administrative procedures and applying information technology in management activities. They will emphasize enhancing the capacity of their staff, renewing working styles and service approaches to provide convenience and effective solutions for agencies, organizations, and individuals participating and benefiting from social, health, and unemployment insurance policies. Furthermore, they will strengthen inspection and examination of policy and legal compliance related to social, health and unemployment insurance, promptly proposing actions to address violations.

The Fatherland Front and various political and social organizations will continue to play their role in disseminating information and monitoring to ensure the effective mobilization of social and health insurance participation. They will identify limitations, weaknesses, misconduct, and take timely corrective actions, sharing positive experiences within the community for their successful implementation of policies and laws related to social and health insurance.

The District Party Committees, Town Party Committees, City Party Committees, and subordinate Party Committees will continue to provide effective leadership and guidance for the implementation of social, health and unemployment insurance policies. They view this as one of the key political tasks in their local socio-economic development plans. They will focus on implementing measures to increase the number of social and health insurance participants, preventing the misuse and exploitation of social, health, and unemployment insurance policies at the grassroots level, thus contributing to ensuring social security in their respective areas.
