HCMC Social Security Office Worked with Units Delaying Insurance Contributions in the Area

Recently, the Ho Chi Minh City (HCMC) Social Security Office organized a working conference with units that were late in paying their contributions to the social, health, and unemployment insurance funds in the city. The aim was to strengthen collection efforts and reduce the amount of overdue payments to the lowest possible level, ensuring the fulfillment of targets and tasks assigned for the year 2023.

The conference was attended by Deputy Director of the HCMC Social Security Office, Tran Dung Ha; Deputy Director of the Inspectorate Department, Pham Tuan Cuong; leaders of the social security offices from districts, municipalities, Thu Duc City, and representatives from nearly 150 units with overdue payments of Social Insurance, Unemployment Insurance, and Health Insurance for a period of three months or more in the city.

Deputy Director of the HCMC Social Security Office, Tran Dung Ha, delivered a speech at the working conference with units that were late in paying their contributions to the social, health, and unemployment insurance funds in the area.

In recent times, despite the implementation of various synchronized measures by the HCMC Social Security Office to enhance collection efforts and reduce debts in social, health, unemployment, and occupational accident insurance, the issue of delayed payments to these funds in the city remains at a high level.

The problem of delayed contributions to social, unemployment, and health insurance in enterprises not only creates difficulties in implementing social security policies but also directly affects the legitimate rights and interests of workers. Many consequences stem from this situation.

During the conference, the HCMC Social Security Office, together with the participating units, discussed the outstanding debts and reached a consensus by signing a commitment memorandum to outline the plan for resolving the overdue payments to the social, health, and unemployment insurance funds. At the conference, the units were able to rectify nearly 5.9 billion Vietnamese dong.

An overview of the meeting

In addition to organizing direct working conferences with units that were late in paying their contributions to social, health, and unemployment insurance funds, in recent times, the municipal social security office of the city has vigorously implemented various collection measures as directed by the VSS. Every month, collection officers have urged units to make timely payments according to regulations. They have sent notification Form C12-TS to business owners promptly and provided recommendations to the city's People's Committee on the situation of units that were late in paying social, health, and unemployment, and occupational accident insurance in the city. This aims to guide the city's departments, boards, sectors, as well as the People's Committees of districts and municipalities to enhance measures for urging, reminding, and handling in accordance with legal regulations.

Furthermore, the city's social security agency proactively develops specialized inspection plans, strengthens surprise inspections, and intensifies checks and coordination with departments, boards, and sectors to inspect and examine businesses showing signs of violating laws related to social, health, and unemployment insurance. They also organize dialogue conferences with businesses to listen to their difficulties and resolve any obstacles they face./.
