Strengthening Responsibility in Task Management

The General Director of Vietnam Social Security (VSS), Nguyen The Manh, has issued Circular No. 1251/BHXH-TTCB to affiliated units of the VSS and social security agencies in provinces and centrally-run cities, regarding the strengthening of responsibility in task management.

On April 19, 2023, the Prime Minister issued Official Dispatch No. 280/CD-TTg on rectifying and enhancing responsibility in task management of ministries, agencies, and localities.

To seriously implement the Prime Minister's direction, the VSS’ General Director requests that the heads of affiliated units of the VSS and the directors of social security agencies in provinces and centrally-run cities thoroughly implement and seriously comply with the Official Dispatch No. 280/CD-TTg of the Prime Minister, the Working Regulation of the VSS, and the Directive No. 2165/CT-BHXH dated July 21, 2021, of the VSS’ General Director on enhancing the responsibility of leaders in enforcing discipline, administrative discipline, anti-corruption, anti-waste, public ethics, codes of conduct, administrative reform, and coordination in organizing the implementation of tasks of the industry in the new situation.

Additionally, actively and proactively handle tasks and responsibilities assigned to the unit or locality. Take personal responsibility and full accountability to the Party Committee, General Director, and the law for issues falling within the jurisdiction, assigned, delegated, or entrusted.

The General Director also requires the heads of affiliated units of the VSS and directors of social security agencies in provinces and centrally-run cities to focus on strictly implementing the following:

Firstly, concentrate on reviewing and promptly advising the industry's leaders to amend, supplement, or amend and supplement the process of assigning and organizing the implementation of tasks and work at agencies and units, reducing and simplifying unnecessary procedures. Specifically, personalize the powers and responsibilities of the collective and individuals in each step of the task processing process, absolutely avoiding shifting or evading responsibilities, ensuring that tasks within the jurisdiction are quickly and timely processed, shortening the implementation time.

Secondly, strengthen inspection of job performance, task implementation, especially sudden inspections. Promptly review, replace, or reassign officials and civil servants with weak capacity, who are afraid to work, evade, shift responsibilities, procrastinate, and fail to meet the authorized work requirements.

Thirdly, in cases of evasion, avoidance or lack of responsibility leading to delays or failure to decide on issues and tasks within their jurisdiction, collective and individual responsibility must be evaluated and punishment implemented in accordance with the regulations of the Party and the State. Strictly handle acts of causing inconvenience, disturbance, corruption and negativity.

Fourthly, promptly praise and reward units, collectives, officials, and civil servants who have been resolute in performing their duties, achieved good results, dared to think, speak, and act proactively and creatively for the common good.

The VSS’ General Director has assigned the Department of Personnel and Organization to lead and coordinate with relevant units to monitor, inspect, and urge the implementation of the Prime Minister's Official Dispatch, related documents, and this Circular. The heads of affiliated units of the VSS and directors of social security agencies in provinces and centrally-run cities are responsible for disseminating and thoroughly implementing this Circular to all officials, civil servants, and workers in the industry./.
