The working session was attended by the Director of the Quang Ninh Social Security Office, Vu Xuan Hien, along with representatives of leadership from several units under VSS and some specialized divisions under the Quang Ninh Social Security Office.

During the working session, the Director of the Quang Ninh Social Security Office shared the following contents: Organizational structure; implementation of social and health insurance policies in the local area; development of voluntary social insurance participants; inspection and examination work, etc..

In 2022, the total number of social insurance participants in the entire province was 274,610 people, an increase of 7,751 people (2.9%) compared to 2021, achieving 100.03% of the VSS' assigned plan, accounting for 43.5% of the working-age population. Specifically: (+) The number of mandatory social insurance participants was 251,827 people, an increase of 7,206 people (2.9%) compared to 2021, achieving 100.03% of the VSS assigned plan. (+) The number of voluntary social insurance participants was 22,783 people, an increase of 545 people (2.5%) compared to 2021, achieving 100.02% of the VSS' assigned plan.

The number of voluntary insurance participants was 240,407 people, an increase of 6,919 people (3.0%) compared to 2021, achieving 100.1% of the VSS assigned plan.

The number of health insurance participants was 1,265,441 people, an increase of 15,600 people (1.2%) compared to 2021, achieving 100.01% of the VSS assigned plan; the health insurance coverage rate reached 93.9%.

Regarding the work of cost assessment for examination and treatment under health insurance, the representative of the Quang Ninh Social Security Office stated that in 2022, they signed contracts for examination and treatment under health insurance with 72 healthcare facilities in the province, including 66 public healthcare facilities and 6 private healthcare facilities. They regularly reported to the Provincial People's Committee and closely coordinated with the Department of Health and Healthcare facilities to conduct assessment, advance payments, and final settlement of examination and treatment  under health insurance costs for the healthcare facilities in accordance with regulations.

In 2022, the total number of insured patient visit was 2,337,906, an increase of 219,842 visits (10.4%) compared to 2021. Among them, there were 317,460 inpatient visits and 2,020,446 outpatient visits. The total amount spent on healthcare insurance in 2022 was 1,723 trillion VND, an increase of 156 billion VND (10.0%) compared to 2021, accounting for 99.1% of the government's budget allocated for 2022 (with a budget allocation of 1,739 trillion VND). Specifically, 1,174 trillion VND was spent on inpatient care, 537 billion VND on outpatient care, and 12 billion VND on primary healthcare.

Recently, the Quang Ninh Social Security Office has focused on administrative reforms, minimizing administrative procedures, and reducing administrative transaction hours; applied information technology, connected and shared data with relevant agencies to provide the most convenient conditions for employers, employees, and the public when conducting administrative transactions with the Social Security office. They have provided 100% online public services at level 4 integration, offering 13 public services of the Social Security office on the National Public Service Portal. With a determined transformation effort, the social security office has collaborated with the Police and the Department of Justice to synchronize its data with the national database on population, identification, and electronic authentication. Currently, the entire province has 845,930 people with health insurance cards synchronized with the national database on population; 275,543 people use chip-embedded ID cards instead of paper health insurance cards for medical examination and treatment; 219 out of 221 health insurance healthcare facilities have patients using ID cards for healthcare services; and 567,925 participants registered users of VssID and VSS numbers.
